What Is a USCIS Cover Letter?

A cover letter is a document that helps USCIS officers navigate your application materials. You can place a cover letter at the top of your citizenship , permanent resident , DACA , or visa application package. By outlining your reasons for applying and the contents of your application in a cover letter, you give your USCIS officer a useful overview of your case. You can also use your cover letter as a personal checklist to make sure you’ve included all necessary documents in your package.

You may also use a cover letter to explain any special circumstances you want the USCIS officer to be aware of before they start reviewing your application. If you have a unique or complicated background, it is especially helpful to supplement your application with a cover letter. It will ensure that USCIS becomes aware of any special circumstances and can consider your application with this in mind.

Is a Cover Letter Required for My USCIS Application?

USCIS does not require you to submit a cover letter for any immigration benefit or visa application. Many immigration attorneys include cover letters for their clients to prevent any misunderstandings or missing paperwork. Immigration officers read through a lot of paperwork, so any guidance or organization you can offer them will be helpful. 

Cover letters may be especially helpful when you are in a unique situation. Suppose you are applying for a marriage green card with Form I-130 : Petition for Alien Relative, and you and your spouse have lived apart for some time. You and your U.S. citizen or green card holder spouse can use a cover letter to explain this or any other unusual circumstances behind your marriage. 

USCIS will want to know the reasons behind an unusual living or marriage situation when evaluating your adjustment of status application. A cover letter can help you address any major concerns at the beginning of the process.

What Should My USCIS Cover Letter Include?

When submitting a cover letter with your application, be sure to include the following:

The USCIS filing location or lockbox address to which you’re sending your application

The date of filing

An appropriate subject (re:) line

A short introductory paragraph to describe the contents of your letter and package

If applying for a marriage-related benefit, information about the marriage date and location for yourself (the beneficiary) and your spouse (the petitioner)

An ordered list of the content in your application package, including all supporting documents and filing or biometrics fees included

A closing paragraph including your contact information

Your signature and full printed name

Your supporting documents for an application will depend on which forms you’re filing. You can determine which documents are necessary by reviewing USCIS’ webpage for your specific form. For example, USCIS lists the required supporting evidence on its webpage for Form N-400 applicants.

You’ll also need to identify the right mailing address for your application. To do so, you should consult the USCIS website. For example, naturalization applicants can review USCIS’s webpage for Form N-400 direct filing addresses .

Your filing fees will depend on your specific application type. You can use the USCIS Fee Calculator to determine your costs. For example, suppose you are filing for naturalization with Form N-400. You should select Form N-400 on the Fee Calculator and enter your age. USCIS may ask for additional information, such as your specific application category.

A cover letter for a permanent residence application is used to address any doubts or concerns that an immigration officer from Immigration, Refugees and Citizenship Canada may have regarding your application.

A cover letter, also known as a letter of explanation, may be useful in assisting officials in determining whether or not you are eligible to immigrate through the program of choice since it is your duty to demonstrate that you are qualified to apply under the chosen immigration program.

All Canadian immigration program applications are human-assessed by immigration officers and not machine-scanned. So when you’re writing your letter of explanation, keep in mind that you must persuade the immigration agent that your case is genuine and meets the criteria, but that you are unable to produce the documents to demonstrate this for whatever reason.

The immigration officers who process applications are busy, analyzing a large number of cases every day. Consequently, it is beneficial to maintain a respectful tone throughout the letter and state your intent early on. Try to avoid giving irrelevant information that won’t aid your cause.

When not to add a cover letter

In some cases, a letter of explanation will not be useful and it cannot fix all the gaps in your application or rectify missing information.

Below are some examples of times when a letter of explanation will not aid your case:

• If your application is missing a key document, such as a passport
• If you have not included the results of a medical examination
• If your documents have not been converted into English or French before submitting your application

It is important to remember that a letter of explanation is simply an explanation. The only thing it can do is explain why a certain document wasn’t submitted. You cannot use it to explain when you don’t meet the eligibility requirements that the PR application process entails.

Is a cover letter for a permanent residence application mandatory?

No, Immigration, Refugees and Citizenship Canada does not need or request a cover letter with applications. Although not mandatory, a letter of explanation may be beneficial to your application process.

Do I need to combine the cover letter with each document?

A cover letter is not required to be merged with every additional document you submit along with your application. Address all the issues in a single document and submit it as a Letter of Explanation.

Does the cover letter need to be notarized?

Is the cover letter required to be notarized? No, the cover letter does not have to be notarized. It doesn’t have to be self-attested, either.

Why does the cover letter not appear under additional documents?

Continuous Residence Requirement

Continuous residence means that the applicant has maintained residence within the United States for a specified period of time. For a permanent resident married to a U.S. citizen, the requirement is three years. You must have been a lawful permanent resident of the United States for at least three years. In addition, you must have been married to and living with the same U.S. citizen spouse for the last three years, and your spouse must have been a U.S. citizen for the last three years at the time you filed your Form N-400, Application for Naturalization .

Mistakes on your N-400 application can cause costly delays or a denial.

How to determine when permanent residence started.

It’s very easy to determine the date that you became a conditional permanent resident. Look at the front of your green card and find the label for “Resident Since.”

This date is the date you were admitted as a permanent resident of the United States. Even if this is the start date for your conditional residence, you may count this time for the purposes of filing Form N-400.

Applying for Citizenship When I-751 is Still Pending

Even if your I-751 is pending and you’ve not yet received your 10-year green card, you may be eligible to naturalize as a U.S. citizen. Of course, USCIS won’t approve Form N-400 until they have approved Form I-751. As long as you meet the eligibility requirements for naturalization, you may file Form N-400 while the I-751 is pending. USCIS will concurrently process both cases.

At the time of the time of the interview, the USCIS will first adjudicate (make a decision) on the petition to remove conditions (Form I-751). Immediately afterwards, he or she can begin the naturalization interview and tests.

Sample Cover Letter

When filing Form N-400 with a pending I-751 petition, inform USCIS of your situation. Include a cover letter that quickly explains that you have a pending I-751 and request that both forms be adjudicated at the same interview. Use this sample cover letter as a guide. Do not submit this letter without updating it to fit your specific situation.

As stated in the cover letter, include a copy of your I-751 receipt notice with the N-400 application. Additionally, submit evidence that you’ve been living in marital union with your U.S. spouse for the previous three years.

Expedited I-751 and Dual Interview for I-751/N-400

Your U.S. citizen spouse should attend the naturalization interview with you. The I-751 is a joint petition, meaning both you and your spouse file it together. Your spouse’s presence is required at the interview so that the USCIS can adjudicate the I-751 petition before moving on to the naturalization case.

In many cases, USCIS will adjudicate the removal of conditions simultaneously with the naturalization interview. In effect, this expedites your I-751 processing time. The USCIS officer will review and adjudicate the I-751 petition in order to move on to a decision for the N-400 application.

Green Card for a Cuban Native or Citizen

ALERT : If you are applying for a Green Card under the Cuban Adjustment Act (CAA) and would also like to apply for employment authorization, you should file Form I-765, Application for Employment Authorization , using filing category (c)(9), at the same time you file your Form I-485, Application to Register Permanent Residence or Adjust Status, or while your Form I-485 remains pending. An Employment Authorization Document (EAD) based on a pending Form I-485 may be valid up to 5 years.

Note: If you were paroled into the United States under INA 212(d)(5) you may also be eligible to apply for employment authorization based on your parole using filing category (c)(11). However, an EAD based on parole cannot exceed your authorized parole period.

The Cuban Adjustment Act of 1966 (CAA) allows Cuban natives or citizens living in the United States who meet certain eligibility requirements to apply to become lawful permanent residents (get a Green Card).

This page provides specific information for Cuban natives and citizens in the United States who want to apply for a Green Card based on the CAA. This is called “adjustment of status.” You should also read the Instructions for Form I-485, Application to Register Permanent Residence or Adjust Status (PDF, 584.24 KB) before you apply.

In order to be eligible for a Green Card under the CAA, you must meet the following requirements:

• You properly file Form I-485, Application to Register Permanent Residence or Adjust Status ;
• You are a native or citizen of Cuba;
• You were inspected and admitted or paroled after Jan. 1, 1959;
• You have been physically present in the United States for at least one year at the time you file your Form I-485;
• You are physically present in the United States at the time you file your Form I-485;
• You are admissible to the United States for lawful permanent residence or eligible for a waiver of inadmissibility or other form of relief; and
• You merit the favorable exercise of USCIS’ discretion .

Cuban Citizenship or Native Requirement

If you are a principal applicant, you must submit evidence of being a Cuban native or citizen.

Evidence of Being a Cuban Native (If Born in Cuba):

If you were born in Cuba, examples of evidence you can submit that demonstrate you are a Cuban native include, but are not limited to:

• An expired or unexpired Cuban passport (Pasaporte de la Republica de Cuba) that lists the holder’s place of birth as being Cuba; and
• A Cuban birth certificate issued by the appropriate civil registry in Cuba.

Evidence of Cuban Citizenship (If Born Outside of Cuba):

If you are a Cuban citizen born outside Cuba, examples of evidence you can submit to demonstrate Cuban citizenship include, but are not limited to:

• An unexpired Cuban passport (Pasaporte de la Republica de Cuba);
• Nationality Certificate (Certificado de Nacionalidad); and
• Citizenship Letter (Carta de Ciudadanía).

A Cuban consular certificate documenting an individual’s birth outside of Cuba to at least one Cuban parent is not sufficient evidence to establish Cuban citizenship. This is true even if the consular certificate states that the individual to whom the certificate was issued is a Cuban citizen.

A Cuban birth certificate acknowledging a birth outside of Cuba or Cuban consular birth record issued for a principal applicant who was not born in Cuba is not sufficient to prove Cuban citizenship.

Inspected and Admitted or Paroled After Jan. 1, 1959

To be eligible for a Green Card based on the CAA, you must be present in the United States after being inspected and admitted or paroled by an immigration officer after Jan. 1, 1959. Evidence of lawful admission or parole into the U.S. may include a passport and Form I-94 . If DHS paroles you, and you have already been physically present in the United States for at least one year at the time DHS paroles you, then you may apply for adjustment of status immediately after being paroled. Your one-year period of physical presence does not need to follow the parole.

If you are or were a J-1 or J-2 nonimmigrant exchange visitor and are subject to the two-year foreign residence requirement, you may not apply to adjust status unless you have complied with the foreign residence requirement, have been granted a waiver, or have received a Department of State recommendation for a waiver of the foreign residence requirement. See the Instructions for Form I-612, Application for Waiver of the Foreign Residence Requirement, for more information.

To qualify for a Green Card, you must be admissible to the United States. Reasons why you may be inadmissible are listed in INA 212(a) and are called grounds of inadmissibility.

In general, USCIS can only approve your Green Card application if none of the relevant grounds of inadmissibility apply to you, or if you obtain a waiver of inadmissibility for any ground that applies to you. If you are applying for a Green Card based on the CAA, all of the grounds of inadmissibility apply to you except for:

• Public charge ( INA 212(a)(4) )
• Labor certification ( INA 212(a)(5) )
• Documentation requirements ( INA 212(a)(7)(A) )

If you are inadmissible, the law may allow you to apply for a waiver or other form of relief of certain grounds of inadmissibility that can overcome the ground of inadmissibility. You may apply for a waiver or other form of relief by using Form I-601, Application for Waiver of Grounds of Inadmissibility and Form I-212, Application for Permission to Reapply for Admission into the United States after Deportation or Removal . If your waiver or request for another form of relief is granted, USCIS may approve your application for a Green Card if you are otherwise eligible and you can demonstrate that you warrant a favorable exercise of discretion.

Whether a waiver or other form of relief is available depends on the specific inadmissibility ground(s) that applies to you and the category you are adjusting under. Eligibility requirements for waivers and other forms of relief vary. For information on the grounds of inadmissibility and waivers, please see USCIS Policy Manual Volume 8, Admissibility , and Volume 9, Waivers .

If you are currently in the United States, you have been physically present in the United States for at least one year, and you meet certain other requirements, you may file Form I-485, Application to Register Permanent Residence or Adjust Status , to apply for a Green Card based on the CAA.

You should submit the following documentation and evidence to apply for a Green Card based on the Cuban Adjustment Act:

• Form I-485, Application to Register Permanent Residence or Adjust Status ;
• Two passport-style photographs;
• Copy of your government-issued identity document with photograph;
• Copy of your birth certificate;
• Evidence of being a Cuban native or of your Cuban citizenship (see Cuban Citizenship or Native Requirement in the Eligibility for Adjustment of Status section above);
• Evidence that you have been physically present in the U.S. for at least one year prior to the date you are filing Form I-485 (see the Eligibility for Adjustment of Status section above);
• Copy of your passport page with nonimmigrant visa (if applicable);
• Copy of your passport page with your admission or parole stamp (issued by a U.S. immigration officer) (if applicable);
• Copy of Form I-94, Arrival/Departure Record, or copy of the U.S. Customs and Border Protection (CBP) admission or parole stamp on the travel document (if applicable)

Note: If CBP provided you with an electronic Form I-94 upon your arrival/admission to the United States, you may print out a paper version of the Form I-94 from the CBP website at www.cbp.gov/I94 ;

• Form I-693, Report of Medical Examination and Vaccination Record (you may submit this form together with Form I-485 or later, such as by mail when we request it or in person at your interview, if any);
• Certified police and court records of criminal charges, arrests, or convictions (if applicable);
• Form I-601, Application for Waiver of Grounds of Inadmissibility (if applicable);
• Form I-212, Application for Permission to Reapply for Admission into the United States After Deportation or Removal (if applicable);
• Documentation of past or present J-1 or J-2 nonimmigrant status (if applicable), including proof of compliance with or a waiver of the 2-year foreign residence requirement under INA 212(e) (for more information, see Form I-612, Application for Waiver of the Foreign Residence Requirement );
• If you currently hold A, G, or E nonimmigrant status, include Form I-508, Request for Waiver of Certain Rights, Privileges, Exemptions and Immunities ; and
• Form I-566, Interagency Record of Request – A, G or NATO Dependent Employment Authorization or Change/Adjustment to/from A, G or NATO Status (only if you have A, G, or NATO nonimmigrant status).

Eligibility Criteria for Family Members

You are eligible to apply for a Green Card as a family member based on the CAA if you meet the following requirements:

• You are not a Cuban native or citizen but are currently the spouse or unmarried child under 21 of a native or citizen of Cuba who meets the requirements of the CAA;

Note: You may apply under the CAA regardless of how long your relationship has existed. Whether your relationship began before or after your Cuban spouse or parent adjusted to lawful permanent resident status does not matter.

• Together with your Cuban spouse or parent’s Form I-485 (and your spouse or parent’s Form I-485 is ultimately approved);
• While your Cuban spouse or parent’s Form I-485 is still pending with USCIS (and your spouse’s or parent’s Form I-485 is ultimately approved); or
• After USCIS approves your Cuban spouse or parent’s Form I-485, as long as your spouse or parent is still a lawful permanent resident.

Note: You may apply based on CAA as long as your Cuban spouse or parent meets the requirements of the CAA. It does not matter if your Cuban spouse or parent uses a different Green Card eligibility category to adjust status to that of lawful permanent resident.

• You were inspected and admitted or inspected and paroled into the United States after January 1, 1959;
• You reside with your Cuban spouse or parent who meets the requirements of the CAA;
• You are admissible to the United States for or eligible for a waiver of inadmissibility or other form of relief; and

What to Submit (for Family Members)

If you are not a Cuban native or citizen but are currently the spouse or child of a Cuban native or citizen who meets the requirements of the CAA, you should submit the following evidence to apply for a Green Card based on the CAA:

• Copy of documentation showing your relationship to your Cuban spouse or parent, such as a marriage certificate, birth certificate, or adoption decree;
• Copy of documentation showing that your spouse or parent is a Cuban citizen or native;
• Copy of the Form I-797, Approval or Receipt Notice, for your Cuban spouse or parent’s Form I‑485 or a copy of your Cuban spouse or parent’s Green Card (if not filing together with the principal applicant’s Form I-485);
• Evidence that you reside with your Cuban spouse or parent who meets the requirements of the CAA;
• Evidence you have been physically present in the U.S. for at least one year;
• Copy of your passport page with admission or parole stamp (issued by a U.S. immigration officer) (if applicable);
• Copy of Form I-94, Arrival/Departure Record or copy of the U.S. Customs and Border Protection (CBP) admission or parole stamp on the travel document (if applicable)
• If you currently hold A, G, or E nonimmigrant status, include Form I-508, Request for Waiver of Rights, Privileges, Exemptions and Immunities ; and

Generally, when you have a pending Form I-485, you may apply for employment authorization by filing a  Form I-765, Application for Employment Authorization , under the (c)(9) filing category.

As such there is no need of a cover letter as checklist serve this purpose. You mention only those points in cover letter where year u need to explain why you have furnished a perticular information in your application and why some doc you are unable to provide. Second the self addressed labels should be 1 in English 1 in native language.  

How Your Residency Application Cover Letter Can Make (Or Break) Your Future

The match for residency programs is a competitive process.

You may feel like you’re late to the game.

You’ve been so invested in simply

pharmacy school that residency never really crossed your mind. You’ve spent thousands of dollars and thousands of hours in the library simply trying to finish your PharmD degree.

Now you’ve discovered that if you

want to practice pharmacy, you need a residency under your belt.

Whether you’re the student who has been preparing for residency since day one, or you’re the student who just discovered the need for it, you have a lot to think about: updating your CV, finding volunteer opportunities, buffing up your accomplishments, and writing a cover letter.

The match for residency programs is a competitive process. You’re competing against your own classmates as well as pharmacy students from other campuses.

, 6,027 students enrolled in the match, and 4,132 were matched with a residency. That’s a 69% match rate and a great indicator that your application

stand out from the rest.

It’s the reason your cover letter is vitally important.

Your cover letter is your first impression. It’s the Residency Program Director’s first opportunity to discover who you are. It’s your first opportunity to explain your intent: why you want to be a resident in a certain position and what makes you an ideal candidate for it.

By its very definition, a template will

set you apart, nor will an example letter given to you by a professor.

The harsh reality is that your cover letter will likely earn you 30 seconds of time. Thirty seconds for someone -- an RPD, a clinical preceptor, or perhaps even a current resident -- to determine your future as a resident. Thirty seconds to learn something about you that isn’t represented anywhere else. Thirty seconds to decide whether you’ll land an interview with a residency program.

I know because I’ve been on both sides of the application process. I applied to 9 PGY1 residency programs and earned

interview request.

Though I’m not proud of the result, I know now that my lackluster cover letter was to blame.

The following year, I honed my skills, tweaked my accomplishments and wrote cover letters that would get me noticed. Of my five PGY2 applications, I was invited for three interviews.

Your cover letter is your very best tool to earn yourself an interview,

it’s the place common mistakes can undermine your efforts.

Don’t choose professionalism over personality.

Your RPD is obviously very interested in your accomplishments but she wants to know more. Who are you? What are you like? What makes you unique?

The cover letter is the RPD’s only opportunity to see your personality, but very few people are able to capture that in a one-page letter. Your cover letter

look different from every other student out there. You’ve got one shot to get it right.

Tell them something they won’t see anywhere else in your application. Tell them what makes you different from the other students whose CVs and GPAs look remarkably similar to your own.

Don’t make broad generalities.

I’ve been on both sides of the application process numerous times, and nearly every cover letter I review includes general statements that could apply to anyone.

“I am passionate about patient care.”

“I am a competent leader.”

These statements lack credibility because they lack evidence. Don’t believe me?

What if I ask you to simply trust that I’m the guy to listen to about cover letters? No evidence. No basis for my claims. I’ll simply

you that I’m your guy for cover letters.

Are you in?

Perhaps it would be more effective for me to remind you of the huge improvement I saw in my own results when I followed what I’ve learned about cover letters. Or I could tell you that I’ve interviewed multiple residency directors about what they are seeking in a cover letter. I could even share that one student

reported immediate results

after working with me on her residency cover letters.

If you expect evidence in order to make an informed decision, isn’t it reasonable to expect RPDs to want the same?

Don’t re-use a cover letter.

Remember those broad generalities? If you’re using the same cover letter for multiple programs, your cover letter is too broad.

RPDs read hundreds of cover letters in

and they can immediately spot a generic one. If you write a generic cover letter, your application will likely get tossed. (Remember the 30 seconds?)

You are competing against dozens, or perhaps even hundreds, of other applicants. If you send a cover letter that highlights qualities unrelated to the residency, the RPD will spot it. If you send a letter that makes no specific mention of the residency at all, the RPD will notice.

Don’t lose sight of the prize.

It’s worth the effort to write an outstanding cover letter.

If you choose not to, your options are to find a placeholder job and try this whole process again next year or to choose a different career path that doesn’t require a residency.

Are you willing to sacrifice another year of your life to this residency process if it doesn’t go well the first time?

You could ask your professors for help with your cover letter, but they likely won’t be able to review every letter you write. Since you likely aren’t the only student who will ask for their help, they’ll be limited in the amount of time they can dedicate to it. More importantly, though they may have good intentions, they may not be experienced with cover letters.

Alternatively, you could ask your friends for help, but they are likely as lost as you are. Enough said.

You could ask a resident to help you, but their experience is likely limited given that they are only slightly ahead of you in the process.

Your best option, of course, is to get serious about your application and use your precious time wisely.
