PH.D Programme

  • The candidate shall have LL.M degree or any Masters degree having the potentiality of interdisciplinary study with law from any university recognized by UGC or equivalent LL.M or Masters Degree of foreign university with a minimum of 55% marks or equivalent CGPA.
  • However, this condition is relaxed to 50% in case of candidates belonging for those who obtained their masters degree prior to 10th September 1991
  • The condition is relaxed to 50% in case of candidates belonging to SC and ST/OBC (Non creamy layer) or differently abled categories.
  • Candidates who have qualified for UGC/SLET/SET/JRF fellowships or having M.Phil. Degrees are exempted from Entrance Test. However, they have to undergo an interview.
  • Admission of candidates under 1.1 above to Ph.D/M. Phil shall be through an Entrance test and interview.
  • Admission of candidates under 4 above shall be on the basis of interview. SHORTLISTING OF CANDIDATES: All the applicants have to submit a Research Proposal within 3000(three thousand ) words. The Proposal shall content- Title; Statement of problem, Literature Review, Prior Research; Objectives of Study; Research Questions; Hypotheses; Methodology including sample framework, units of data, Primary and secondary sources and statistical analysis (if required)probable contribution of the study and limitation of the study. On evaluation of the Research Proposals the short listed candidates are called for written tests and/or Interview as the case may be.

The Entrance Test shall consist of one paper of 100 marks with 3 hours duration. The syllabus of the paper shall cover:

Written Exam The syllabus of the LAW paper shall cover 50 marks questions on Research Methodology and other 50 marks should be from various law subjects or interdisciplinary subjects as the case may be. Law subjects are- Law of Contract; Constitutional Law; Law of Crimes; Public International Law; Jurisprudence; Company Law; Intellectual Property Law; Information Technology Law; Interview for all qualified candidates – 50 marks

Selection of candidates for the available seats shall be on the basis of marks obtained in Research Proposal, entrance test plus interview or Research Proposal and interview only as the case may be on the basis of merit. Date of the interview will be notified later on.

~ Scholarship & Stipend ~

  In order that no brilliant student is prevented from pursuing post-matric, higher studies because of poverty, the Central Government as well as the State Government introduced various scholarship schemes, five of which are being currently administered in the state by the Scholarship and Stipend Section of the Education Directorate, Government of West Bengal, Bikash Bhavan, 9th floor, North Block, Salt Lake, Kolkata-700 091 :

1) DPI Special Stipend Scheme

2) Hindi Scholarship Scheme

3) Swami Vivekananda Govt. of West Bengal Merit-cum-Means Scholarship Scheme

This covers financial assistance under Ad-hoc grant.

D.P.I. Special Stipend, called Ad-hoc Grant, is given to four institutions in the state – (i) R.K. Mission Vidyapith, Purulia, (ii) R.K. Mission Ashrama , Sarisha,(iii) R. K .Mission Multi-purpose school, Kamarpukur and (iv) Jalpaiguri Govt. Engineering College, who in turn disburse this grant among a fixed number of their most needy and meritorious students.

Efforts are on either to revise and rationalise the rate and quota of D.P.I. Special Stipends (both General Stipends and Ad-hoc Grants).

In order to encourage the study of Hindi in Non-Hindi speaking states, Government of India has implemented the Hindi Scholarship Scheme for the post-matric students [ H.S., U.G., P.G., and Research(M. Phil. / Ph.D. etc)]. The scholarship is given to students whose mother tongue is not Hindi and who are studying in a Non-Hindi speaking state in a recognized full-time course with Hindi as the sole subject or as one of the combination subjects. The total quota of Hindi Scholarships for West Bengal is 239.

Sanction Figures for Hindi Scholarship in 2014-2015:

For Graduation(UG) stage 72 @Rs.500/- per month Hindi to be a subject in the UG-course and 60% aggregate marks in the H.S. Exam.
For Post-Graduation (PG) and/or Research Stage 24 @Rs.1000/- per month Hindi to be the subject of study and 60% marks in Graduation or Post-Graduation as the case may be     

The State Government has introduced from the academic year 2006-2007 a new scholarship scheme named ‘West Bengal Government Merit-cum-Means Scholarship Scheme’ for providing financial assistance to the poor but meritorious students of the State pursuing higher studies at various post-Madhyamik levels. Meritorious students coming from poor families, who are domiciled in West Bengal and have enrolled themselves in one of the State Govt. institutions or State Govt. aided institutions after passing out from the State Board/Council of Secondary/Higher Secondary Education or a State-aided University in West Bengal will be eligible to apply for this scholarship. This scheme has been named as Swami Vivekananda Govt. of West Bengal Merit-cum-Means Scholarship Scheme in the year 2013.

Though the Department of Higher Education of the Government of West Bengal acts as the nodal department for this scholarship scheme, for ease of administering the scheme, it has been decided that the concerned Directorates be given the responsibility to run the scheme for the students and courses falling within their respective jurisdictions. Thus, the Directorate of School Education (DSE) handles the H.S.-level; the Education Directorate (i.e. the Directorate of Public Instruction, or DPI) handles the UG (Arts, Commerce, Science and non-Engg. & non-Med. Professional Courses)-level as well as the PG (Arts, Commerce, Science and non-Engg. & non-Med. Professional Courses)-level; the Directorate of Technical Education (DTE) handles the UG (Engg.)-level; the Directorate of Technical Education & Training (DTET) handles the UG (Polytechnic)-level and the Directorate of Medical Education (DME) handles the UG (Med.)-level of the scholarship scheme. There is a high-power Steering Committee headed by the Hon’ble Minister-in-Charge of Higher Education, West Bengal, for the over-all supervision and monitoring of the scheme. There is no system of distributing any prescribed application forms for this scholarship; instead the application format is published in newspaper advertisements inserted by the Government of West Bengal around June-July seeking applications for the scholarship. For applicants in the 2007-08 academic year the minimum eligibility criteria included: (i) Yearly Income of the applicant’s family from all sources not exceeding Rs. 80,000/-, and, (ii) 75% marks in aggregate in the Madhyamik or the H.S. Exam. for applying respectively for the H.S.-level or the UG-level scholarships, or 55% marks in the Honours subject in graduation for the PG-level scholarships. In order to extend relief to the poor and meritorious students admitted into Govt. Engineering and Technology Colleges, the State Govt. has taken measures to grant the benefit of full and half free studentship. 10% students selected on merit cum means basis will come under the purview of the scheme each year. Private self financing colleges have also been brought under such facilities extent of minimum 5%.

In view of the prevailing situation relating to COVID 19, IISER-Kolkata hereby announces the POSTPONEMENT of the interview for the PhD admission for the Autumn 2020 session in Earth Sciences (DES), the Centre for Advanced Functional Materials (CAFM) and the Center of Excellence in Space Sciences India (CESSI) which were scheduled to happen on 19/20 March 2020.

There would not be any interview on 19/20 March 2020. Entry to the campus will also be restricted.

The numbers of scholarships as well as the beneficiaries have increased overtime and have encouraged students to fulfill their dreams in higher education. A list of scholarships of the Government of West Bengal is as follows:

Swami Vivekananda Merit-cum-Means Scholarship (SVMCM)
1. This Scholarship has been introduced to help the meritorious and poor students of Class 11 to PhD level to ensure continuity of Higher Education.
2 Total 9, 05,420 candidates have been registered for the SVMCM Scholarship till March 2022.
3 6,02,231 number of beneficiaries have been covered under the SVMCM Scholarship in the year 2021-2022.
Kanyashree Prakalpa : K1, K2 & K3

Kanyashree Prakalpa K1, K2, & K3 are school and college level scholarships. Kanyashree, a scheme of the Government of West Bengal, is offered by the Department of Women Development and Social Welfare, for the girl students of West Bengal who are aged between 13 to 18. Kanyashree Prakalpa helps students to continue their education for a long period of time. The candidates, who are selected for the scholarship, are provided financial assistance of Rs 1000/- annually till she completes 18 year age. For the girls between ages 18 to 19, one time grant of Rs 25,000 is given. Kanyashree Scholarship K3 is also applicable for the girl students who are currently pursuing their Postgraduate degree from any University. Kanyashree Prakalpa received national and international recognition for its design and governance features. Girl students, who are already registered for the K2 scheme, are eligible for K3 scheme. To apply for the Kanyashree K3 scheme, students must have undergraduate degree with at least 45% marks and has to take admission in any Postgraduate course under any University. Open/Distance University students are not eligible for this Kanyashree K3 scholarship. There is no maximum age limit to apply for Kanyashree K3 Prakalpa. Over years, Kanyashree Prakalpa has been successful to facilitate female students to continue with higher education in a sustainable manner in West Bengal.

1. A Sub-scheme of SVMCM Scholarship to help the female students to pursue Postgraduate studies.
2 22,782 beneficiaries have been covered under this K3 Scholarship in the year 2021-2022.
Hindi Scholarship Scheme

In order to encourage the study of Hindi in Non-Hindi speaking states, Government of India has implemented the Hindi Scholarship Scheme for the post-matric students [H.S., U.G., P.G., and Research (M. Phil. / Ph.D. etc)]. The scholarship is given to students whose mother tongue is not Hindi and who are studying in a Non-Hindi speaking state in a recognized full-time course with Hindi as the sole subject or as one of the combination subjects. The total quota of Hindi Scholarships for West Bengal is 239.

8 INSPIRE Fellowship– JRF (Professional) under AORC scheme tenable for period of 5 years from the date of registration in Ph.D. programme or acceptance/ switching over to this fellowship from any other fellowship/scholarship @ ₹. 3,00,000/- p.a. + HRA @ 30,000/- p.a. and Contingent Grant of ₹. 20,000/- per annum Only 1st Rank holders in each P.G. level Department of the Univ. Examination in Agril. Sciences/ Vet. Sci., who wants to pursue Ph.D. Degree in any Indian Universities & this fellowship, is applicable for Indian Nationals only Deptt. of Sci. & Tech., Min. of Sci. & Tech., Govt. of India.
9 Junior Research Fellowship of UGC NET Qualified Students i)     ₹ 25,000/ p.m for the first two years. In addition, annual contingent grant of ₹. 10,000/- + HRA.
ii)   On Completion of two years as JRF and if the fellow is registered for PhD, the fellowship will be upgraded to SRF (NET) and the stipend will be increased to ₹. 28,000/- p.m for the 3rd and subsequent years
Candidates who have qualified in NET-JRF or the UGC-CSIR joint test. However, the registration for the M.Phil/PhD is made by the Universities/Institutions/Colleges within stipulated period of two years from the date of declaration of result or date of issue of award letter/date of joining the fellowship University Grants Commission
10 DBT-JRF Sponsored by Dept. of Biotechnology, Govt. of India i) ₹. 25,000/ p.m for the first two years.
ii)   On Completion of two years as JRF and if the fellow is registered for PhD, the fellowship will be upgraded to SRF (NET) and the stipend will be increased to ₹. 28,000/- p.m for the 3rd and subsequent years
The candidates qualifying BET (Biotechnology Eligibility Test) are required to submit prescribed documents within a year of declaration of BET results for the issuance of award letter. Exceptional students from other disciplines and/or exceptional undergraduates in Mathematics may also be considered, exclusively at the discretion of the Department faculty.

How to Apply

  • New applicants have to first register (https://isr.rkmvu.ac.in/admission/register) on the Online Admission Portal, then login and fill up the online application form.
  • Online Admission Portal : https://isr.rkmvu.ac.in/admission
  • After successfully submitting the application form, pay the application fee (INR 500.00) online from the same Portal. Link can be found under ‘Options’ next to the program name on the Dashboard.
  • While filling up the online application-form attach the scanned copies of your passport size photo, mark-sheets and other applicable certificates/documents.
  • Once Application-form is successfully submitted and application-fee is paid, Receipt (also Application-summary) will be available for download from the same Portal from the ‘Dashboard‘.

WBUHS Invites Applications For PhD Programme 2024, details

West Bengal: The West Bengal University of Health Sciences (WBUHS) has invited online applications for PhD Program 2024.

The applications are invited from the eligible candidates for the Research Aptitude Test to determine eligibility for admission to Full-time/Part-time research leading to PhD Award in Health Sciences. All aspiring candidates must Register and confirm the Online Application Form through the login portal by him or herself on the website (offline applications will not be accepted).

The online portal for application forms will be opened till 16.02.2024. (16.00 hrs). All candidates are requested to read the “PhD regulation 2023” from the university website for any other details. The registration for a PhD shall be granted subject to the availability of supervising teachers in respective disciplines of the PhD research institute and as per the norms and regulations framed by the UGC.

The online application fee is Rs. 3000/- per candidate. Payment must be done through an online gateway. Candidates can save &download the Application form for their own records. The tentative date/time of the Written Entrance Test will be April 2024.

All documents are required to be uploaded online at the time of application for PhD program through the portal. Candidates are advised to keep the necessary original documents ready at the time of Document Verification as notified by the University.

The following documents are to be uploaded during the time of application –

Candidates eligible for written Entrance Test –

1. Eligibility qualification of candidate: % marks statement/grade of qualifying PG degree/UG degree from the respective university.

2. SC/ST/EWS/OBC certificate issued/validated in West Bengal. Recent OBC ‘NCL’ certificate issued after January 2022 will be accepted.

Candidates in the exempted category –

2. SC/ST/EWS/OBC certificate issued/validated in West Bengal. Recent OBC ‘NCL’ certificates issued after January 2023 will be accepted.

3. Supportive documents for exempting the entrance test.

Eligibility rules as specified in the notification shall be strictly followed and shall not be relaxed under any circumstances. Candidates may exercise caution while filling up the application form online and must provide all the required documents during application& subsequent document verification. The university will not be responsible for the failure to upload documents or verification on the part of the candidate. In case of failure to upload genuine supportive documents during the application, the candidature may be cancelled without further communication.

Admission shall be based on the criteria notified by the University, the guidelines/norms in this regard issued by the UGC and other statutory bodies, and taking into account the reservation policy of the State Government applicable to SC/ST/OBC (non-creamy layer)/Economically Weaker Section (EWS) differently-able and other categories of candidates.

Shortlisted candidates will have to appear for a Research Aptitude Test, which will comprise a written test and synopsis confirmation seminar.

Entrance Test –

Entrance Examination will comprise of - 100 MCQ (50% on Research Methodology & 50% on Specific Domain). The duration of the entrance test will be 1 hour 30 minutes with negative marking.

Criteria for passing the examination is a minimum of 50% marks for General Category and 45% each for SC/ST/OBC (Non-Creamy layers)/Differently-able students and Economically Weaker Section (EWS). The successful candidates will have to appear for a synopsis confirmation seminar.

The synopsis confirmation seminar will be the deciding factor for the final selection of the candidates.

Exemption from research aptitude test –

Candidates for PhD program shall be granted registration through an Entrance test conducted by the University. The following categories are exempted from qualifying for the Research Aptitude Test (RAT) conducted by the University –

1. Those students who qualify for UGC/CSIR (JRF) /NET/SET/SLET/GATE/ Research Fellowships of Central or State Government Departments/Agencies as approved by the regulatory bodies.

2. Candidates with DST-INSPIRE fellowship.

3. Candidates with DBT/JRF.

Conditions of Eligibility –

Candidates who have obtained a Master’s degree or equivalent Post Graduate degree recognized by corresponding regulatory bodies in various disciplines of Basic sciences, Medical sciences, Dental sciences, Homeopathy, Ayurveda, Unani, Nursing, Paramedical and Allied Health Sciences, Technology associated with health sciences, Interdisciplinary topics related to health sciences and all other courses of WBUHS.

Relaxation of Marks –

A relaxation of 5% of marks, from 55% to 50% or an equivalent relaxation of grade shall be granted to those belonging to SC/ST/OBC (Non-creamy layer)/differently able categories of candidates as per the decision of the University/State Government from time to time. Economically Weaker Section (EWS) and other categories of candidates as per the decision of the Commission from time to time.

A 1-year/2-semester Master’s Degree programme after a 4-year/8-semester bachelor’s degree or a 2-year/4-semester master’s degree programme after a 3-year bachelor’s degree programme or qualifications declared equivalent to the master’s degree by the corresponding statutory regulatory body, with at least 55% marks in aggregate or its equivalent Grade ‘B’ in the UGC 7-point scale or CGPA of 7.5% (or an equivalent grade in a point scale wherever grading system is followed).

Provided that a candidate seeking admission after a 4-year/8-semester bachelor’s degree programme should have a minimum of 75% marks in aggregate or its equivalent grade on the point scale.

M. Phil Degree by research and thesis recognized by UGC (Before 7th November 2022 as per the UGC notification): Candidates who have completed the M. Phil Program with a minimum of Grade ’B’ in the UGC 7-point scale (or an equivalent grade in a point scale wherever grading system is followed) with at least 55% marks in aggregate or its equivalent.

Relaxation of marks –

Research Supervision –

Allocation of Research Supervisor –

1. Any regular Professor affiliated with the University with at least five original research publications* in peer-reviewed indexed journals as approved by the UGC/ concerned regulatory authorities as applicable.

2. Any regular Associate/ Assistant Professor with a PhD affiliated with the University with at least three original research publications* in peer-reviewed indexed journals as approved by the UGC/ concerned regulatory authorities as applicable.

Allocation of Co-Supervisor –

Scientists on regular employment in State/Central Research Institutes (Scientist in Grade-D, E, F & G) in the regular service in research laboratories of Central/State Government, located in the state of West Bengal with a minimum of five publications in peer-reviewed indexed journals as approved by the UGC/ concerned regulatory authorities as applicable.

Original Research Article; Publication as first, second, Corresponding author.

Faculty members with less than three years of service before superannuation shall not be allowed to take new research scholars under their supervision. However, such faculty members can continue to supervise PhD scholars who are already registered until superannuation and as a co-supervisors after superannuation but not after attaining the age of 70 years.

A Professor as Research Supervisor/Co-supervisor, at any given point in time, shall guide not more than eight PhD scholars. An Associate Professor as Research Supervisor shall guide up to a maximum of six PhD scholars and an Assistant Professor as Research Supervisor shall guide up to a maximum of four PhD scholars.

The Department, in case of topics which are of inter-disciplinary nature and where the expertise in the Department has to be supplemented from outside, may nominate a Supervisor from the Department itself as the Research Supervisor, and a Co-supervisor from outside the Department/ Faculty/College/or other Institution on such terms and conditions as may be specified and agreed upon by the consenting Institutions/Colleges and duly approved by the University.

Teachers/scientists who have retired from the service of the University/ affiliated colleges/approved research institutions, adjunct faculty visiting faculty, technical staff, library staff, administrative staff, teachers serving outside West Bengal and teachers appointed on a contract basis shall not be recognized as Research Supervisors under the provisions of these regulations.

Allocation of a research supervisor for a selected research scholar shall be decided depending on the number of scholars per research supervisor, available specialization among the research supervisors and research interests of the scholars as indicated by them at the time of interview and willingness of the research supervisor.

Provision of co-supervisor –

The co-supervisor should satisfy the qualification requirements of supervisors. The principal supervisor may recommend additional co-supervisors from additional disciplines /faculties for valid academic reasons in conducting PhD research in inter-disciplinary areas. Co-supervisors may be allowed in interdisciplinary areas from other departments of the same institute or another related institute with the approval of the competent Authority of the University.

PhD guide from one discipline may be permitted to take candidates from other disciplines, provided co-guide of student belongs to faculty/subject related to the research topic. Also, if a guide feels that a co-guide from a related discipline will be helpful to the candidate; he/she may be permitted to include a co-guide accordingly. The supervising guide shall sign all the papers, declarations, certificates, authentications, logbooks and related documents pertaining to registrations, submission of synopsis and thesis of the registered candidate.

The research guide must give consent to the Dean of the University for officiating as a supervising guide for the candidate registered. PhD being the highest academic degree, the scholars require the constant attention of their respective supervisors. Every scholar registered for PhD program, shall work under the continuous supervision of a recognized supervisor during the course of research at the institution where the supervisor is present and research is being conducted.

Duration of the Program –

1. PhD program shall be for a minimum duration of 3 years for full-time and part-time candidates including course work and a maximum of 6 years.

2. Women candidates and candidates with disability of more than 40 per cent may be allowed a relaxation of two years for PhD in the maximum duration.

3. Women candidates may be provided Maternity Leave/Child Care Leave once in the entire duration of PhD for a period up to 240 days.

4. However, the total period for completion of a PhD program in such cases should not exceed ten (10) years from the date of registration.

Registration for research granted shall be automatically cancelled on the date of expiry of the maximum period specified in the Regulations.

No refund will be made if once submitted the application form and later deleted or does not appear for test or duplication of application forms. For candidates pursuing a PhD Program, there is no scholarship/grant or any other pecuniary support from the University.

West Bengal Scholarship 2024 – Key eligibility

The key condition to be eligible for WB scholarship is that one should be a permanent resident of West Bengal state or be a domicile of the state. Besides this, there are several other criteria too that one needs to follow concerning one’s academic qualification, academic merit, financial need, etc. These criteria may differ from scholarship to scholarship.

Here are the detailed eligibility criteria for all West Bengal scholarships–

1. Swami Vivekananda Merit Cum Means Scholarship for Minorities, West Bengal

  • One must be a domicile of West Bengal.
  • If studying at the higher secondary level or diploma, one must have scored at least 75% marks in Class 10th.
  • If studying at the undergraduate level, one must have scored at least 75% marks in Class 12th.
  • If studying at the PG level, one must have scored at least 53% marks in graduation (for general education) or 55% marks (in the case of engineering)
  • The annual family income of the family should not exceed ₹2.5 Lakh.

2. West Bengal Post-Matric Scholarship for SC/ST/OBC

Career Assessment Test

  • One should have a domicile in West Bengal and belong to the SC/ST/OBC category.
  • One must be studying in Class 11, 12, Graduation, or Postgraduation.
  • The family income for SC/ST students should not exceed ₹2 Lakh to ₹2.5 Lakh per annum.
  • The family income for OBC students should not exceed ₹1 Lakh per annum.

3. West Bengal Pre-Matric Scholarship for SC ST Students

  • Must be a domicile of West Bengal.
  • One should belong to SC or ST category.
  • One must be currently a student of Class 9 or 10.
  • The annual income of the family should not exceed ₹2 Lakh per annum from all sources.

4. West Bengal Talent Support Stipend Programme

  • The students must be residents of West Bengal and have secured less than 50% of marks.
  • They must have qualified in the previous exam. 
  • This application is applicable to minority students only (Sikh, Christian, Buddhist, Muslim, Jain, Parsee)

5. West Bengal Merit Cum Means Scholarship

  • The students must be a domicile of West Bengal
  • The applicants must be studying a technical or professional course such as medicine, engineering, management, law, CA, etc.
  • The family income should be less than ₹2.5 lakh per annum.
  • The students must belong to the minority community of West Bengal.
  • They must have scored at least 50% marks in the Higher Secondary or Graduation examination.

6. JBNSTS Scholarship Program ( senior and junior )

  • An applicant must be a permanent resident of India
  • The candidate must have passed this Higher Secondary or equivalent examination.
  • An applicant must be pursuing a B.Sc., in engineering for medical at the undergraduate level.
  • The candidates must be pursuing undergraduate courses from any institution that is registered in West Bengal

Recruitment Rules of Assistant Professor in Govt. aided Colleges

No. 856-Edn(CS)/8R-01/10 Dated: 13.12.2012

Sub: Prescribed Qualifications for Recruitment to the Post of Assistant Professor in Government-aided Affiliated Colleges.

Pursuant upon issuance of UGC Notification No.F.3-1/2009, dt. 30.06.2010 notified in Gazette of India on 18th September, 2010, and in cancellation of the earlier Memorandum No. 981- Edn(CS)/8R-1/10 dt. 22nd December, 2010 of this Department, the State Government in the Higher Education Department, taking into account local conditions, has decided to prescribe the following qualifications and norms for recruitment to the posts of Assistant Professor in Government-aided affiliated Degree Colleges.

Assistant Professor in various subjects in different Government-aided Colleges (both General degree Colleges and Teachers’ Training Colleges) in West Bengal.

2. Method of Recruitment

By selection (direct recruitment) through the West Bengal College Service Commission, West Bengal (except the colleges administered by religious and linguistic minorities)

3. Pay scale: Pay Band – Rs.15, 600-39,100/- plus Academic Grade Pay of Rs.6000/-

4. Qualifications required in different subjects for General Degree Colleges other than B.Ed. Colleges and B.Ed. Department in General Degree Colleges. (For subjects other than Law, Music/Dance, Fine (Visual) Arts, Drama and Physical Education)

(a) At least 55% marks or an equivalent grade or Grade Point at the Master’s Degree level in the same or a relevant subject from a recognized University/Institute and at least a 3-year Bachelor Degree, preferably but not essentially with Honours in the same or a relevant subject, also from a recognized University/ Institute.

For Commerce, the following shall constitute additional desirable qualification:

A Masters Degree in Business Management/ Administration declared equivalent by AIU/ Accredited by the AICTE/ UGC;

Or, A two- year full-time PGDM from any IIM or accredited by UGC/AICTE

Or, Charted Accountant /Cost Accountant/ Company Secretary of the concerned statutory bodies

Or, A Bachelor’s degree in Law.

For Computer Science and Electronic Science, M.Tech in the relevant subject shall constitute additional desirable qualification.

(b) The minimum qualifying marks of 55% is relaxable by 5% (from 55% to 50%) at Master’s Degree Level for the Scheduled Caste/Scheduled Tribe/Differently-abled (physically and visually ) categories for the purpose of eligibility.

(c) The minimum qualifying marks of 55% is relaxable by 5% (from 55% to 50%) for the Ph.D. Degree holders, who have obtained their Master’s Degree prior to 19th September, 1991.

Note-1: The eligibility marks of 55% or 50% as the case may be (or an Equivalent Grade or Grade point wherever grading system is followed) should not be inclusive of any grace mark procedures i.e. 54.5% and above or 49.5% and above should not be rounded off to 55% or 50% respectively.

Note-2: By a recognized University/ Institute is meant a University/Institute affiliated to UGC/Other Statutory Apex Bodies like AICTE/NCTE/Bar Council of India, or recognized by the State or the Central Government as a Centre of Higher Learning. In case of a foreign University, the degree concerned should be recognized as equivalent to its Indian counterpart by the Association of Indian Universities.

(d) The candidates, besides fulfilling the above qualifications, should have passed the National Eligibility Test (NET), in the same or a relevant subject, conducted for erstwhile Lecturers/ Assistant Professors, by the University Grants Commission or Council of Scientific and Industrial Research or a similar Test like State Eligibility Test (SET) or erstwhile State Level Eligibility Test (SLET) accredited by the University Grants Commission for the purpose of employment as Lecturer/Assistant Professor in the state of West Bengal.

However, the candidates who have been awarded PhD Degree in the same or in a relevant/allied subject (for which he/she is an applicant) in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of PhD Degree) Regulations, 2009 are exempted from appearing in the Eligibility Test(s) as mentioned above.

Clearance of NET/SET/SLET is not required for Master’s Degree Programmes in disciplines for which any of the above-mentioned Tests are not conducted.

(e) Good power of expression in Bengali and English (spoken and written). For posting in Colleges located in the hill areas in the district of Darjeeling (Darjeeling Sadar, Kalimpong and Kurseong), good power of expression in Nepali and English (spoken and written) is essential.

5 A. Qualifications for recruitment in B.Ed. Colleges and B.Ed. Department of General Degree Colleges:

Foundation Course

a) At least 50% marks or an equivalent grade or Grade Point (wherever grading system is followed) at the Master’s Degree level in any subject of Commerce/Arts/Science from a recognized University/Institute and at least a 3-year Bachelor degree, preferably but not essentially with Honours, in the same or a relevant subject, also from a recognized University/Institute.

(b) M.Ed. with at least 55% marks or an equivalent Grade or Grade Point (wherever grading system is followed) from a recognized University/Institute.

(a) Master’s Degree in Education with at least 55% marks or an equivalent grade or grade point (wherever grading system is followed) from a recognized University/Institute and at least a 3-year Bachelor degree, preferably but not essentially with Honours in Education, also from a recognized University/Institute.

(b) B.Ed. with at least 55 % marks or an equivalent grade or Grade Point (wherever grading system is followed) from a recognized University/Institute.

Methodology Course

(a) At least 50% marks or an equivalent grade or Grade Point (wherever grading system is followed) at the Master’s Degree level in the same or a relevant subject from a recognized University/Institute and at least a 3-year Bachelor degree, preferably but not essentially with Honours, in the same or a relevant subject, also from a recognized University/Institute.

Provided that, for the purpose of clause 5A –

(i) Relaxation of marks from 55% to 50% for certain categories of candidates, (ii) Absence of any grace facility in respect of minimum marks, (iii) NET/SLET/SET passed qualification and exemption thereof, (iv) Language requirement are at par with the provisions as laid down under clause- 4(b), (c), (d) and (e) read with relevant Notes. The NET/SLET/SET qualification can be obtained either in Education or the subject of post¬graduation.

5B. Qualifications for recruitment in Physical Education Colleges and Physical Education Department of General Degree Colleges:

(a) MPEd with at least 55% marks or an equivalent grade or a grade point (wherever grading system is followed) from a recognized University/Institute.

Provided that, for the purpose of this clause 5B-

(i) Relaxation of marks from 55% to 50% for certain categories of candidates, subject to the exception noted below. (ii) Absence of any grace facility in respect of minimum marks, (iii) NET/SLET/SET passed qualification and exemption thereof, (iv) Language requirement are at par with the provisions as laid down under clause- 4(b), (c), (d) and (e) read with relevant Notes.

However, for the purpose of this clause 5B, differently-abled (physically and visually) candidates are not eligible for any marks relaxation.

The NET/SLET/SET qualification should be obtained in Physical Education.

6. Qualifications for recruitment in Law Colleges and Law Department of General Degree Colleges:

(a) At least 55% marks (or an equivalent grade or grade point wherever grading system is followed) at the Master’s Degree level in Law from a recognized University/Institute and at least a Second Class Bachelor degree in Law, also from a recognized University/Institute.

(b) Besides fulfilling the above qualifications, the candidate must have cleared the National Eligibility Test (NET) in Law conducted by the UGC or SLET/SET in Law accredited by UGC as valid for the State of West Bengal.

(c) However, the candidates who have been awarded PhD Degree in Law in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of PhD Degree) Regulations, 2009 are exempted from appearing in the Eligibility Test(s) as mentioned above.

Provided that for the purpose of this clause 6-

(i) Relaxation of marks from 55% to 50% for certain categories of candidates, (ii) Absence of any grace facility in respect of minimum marks, (iii) Language requirement are at par with the provisions as laid down under clause-4(b), (c) and (e) read with all the relevant Notes.

7. Qualifications for the Music/Dance Discipline:

At least 55% marks (or an equivalent grade or grade point wherever grading system is followed) at the Master’s Degree level, in a relevant subject from a recognized University/Institute.

The candidates, besides fulfilling the above qualification should have passed the eligibility test (NET) conducted for erstwhile Lecturers/ Assistant Professors, by the University Grants Commission or a similar Test like State Eligibility Test (SET) or erstwhile State Level Eligibility Test (SLET) accredited by the University Grants Commission for the purpose of employment as Lecturer/Assistant Professor in the state of West Bengal in the relevant discipline.

However, the candidates who have been awarded PhD Degree in the concerned subject or in a relevant/allied subject in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of PhD Degree) Regulations, 2009 are exempted from qualifying in the Eligibility Test(s) as mentioned above. Clearance of NET/SET or similar other Tests is not required for Master’s Degree Programmes in disciplines for which any of the above mentioned Tests are not conducted.

Provided that for the purpose of this clause 7-

A traditional and a professional artist with highly commendable professional achievement in the concerned subject, who

(a) Should have studied under noted/reputed traditional masters and has thorough knowledge to explain the subject concerned;

(b) Should be a high grade artist of AIR/TV, widely known for his eminence; and

(c) Should have the ability to explain the logical reasoning of the subject concerned and adequate knowledge to teach theory with illustrations in that discipline, besides fulfilling the language requirement as laid down in clause 4 (e) above.

8. Qualifications for the Fine (Visual) Arts Discipline and Drama:

The candidates, besides fulfilling the above qualifications should have passed the eligibility test (NET), in the concerned or a relevant/allied subject, conducted for erstwhile Lecturers/ Assistant Professors, by the University Grants Commission or a similar Test like State Eligibility Test (SET) or erstwhile State Level Eligibility Test (SLET) accredited by the University Grants Commission for the purpose of employment as Assistant Professor in the state of West Bengal.

However, the candidates who have been awarded Ph.D Degree in the concerned subject or in a relevant/allied subject in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of Ph.D Degree) Regulations, 2009 are exempted from qualifying in the Eligibility Test(s) as mentioned above. Clearance of NET/SET or similar other Tests is not required for Master’s Degree Programmes in disciplines for which any of the above mentioned Tests are not conducted.

Provided that for the purpose of this clause 8-

(i) Relaxation of marks from 55% to 50% for certain categories of candidates, (ii) Absence of any grace facility in respect of minimum marks, and (iii) Language requirement are at par with the provisions as laid down under clause-4(b), (c) and (e) read with all the relevant Notes.

A Professional artist with highly commendable professional achievement, and widely known for his eminence in the concerned subject, who:

(a) should have a first class Diploma in Visual (Fine) Arts discipline from a recognized Institution of India/Abroad [for Fine (Visual) Arts]; or, should be a professional artist with first class degree/diploma from National School of Drama or any other such approved Institution in India or abroad (for Drama discipline);

(b) should have five years of experience of holding regular regional/National exhibitions/Workshops with evidence [for Fine (Visual) Arts]; ) or, five years of regular acclaimed performance in regional/ national/ international stage with evidence (for Drama discipline); and

(c) Should have the ability to explain the logical reasoning of the subject concerned and adequate knowledge to teach theory with illustrations in the concerned discipline, besides fulfilling the language requirement as laid down in clause 4 (e) above.

9. Reservation: As per the current State Govt. rules, that is,

a) SC – 22% b) ST – 6% c) OBC-A – 10% d) OBC-B – 7% e) PWD – 3% (at least 40% disability is required to avail of the reservation opportunity)

A candidate claiming to be S.C., S.T., O.B.C. or a person with disability (40% and above) must have a certificate in support of his/ her claim from a competent authority of West Bengal as specified below:

For S.C., S.T. & O.B.C. Candidates

i) In the district, the Sub-Divisional Officer of the Sub-Division concerned, and ii) In Kolkata, the District Magistrate, South 24-Parganas or such Additional District Magistrate, South 24-Parganas, as may be authorized by the District Magistrate, South 24-Parganas, in this respect.

For Persons with Disabilities (PWD) [vide West Bengal Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Rules, 1999]

A Medical Board constituted at Government Medical College Hospitals, District Hospitals, Sub- divisional Hospitals and Block Level Hospitals.

(a) The upper age limit is 37 (Thirty Seven) years on the 1st January of the year of the Advertisement relaxable up to 5 years for SC/ST and 3 years for OBC category candidates. Differently-abled candidates (except in the Physical Education department) are entitled to an age relaxation of 10 years. Age relaxation of 5 years is available to the candidates possessing Doctorate Degree.

(b) However, for approved Part-time teachers (PTTs) and approved Contractual Whole-time teachers (CWTs) as defined in the WBCSC Act, 2012, the upper age limit is 42 (Forty-two) years on the 1st January of the year of advertisement, subject to the same principles and quantum of relaxation as mentioned above in clause 10 (a), which will be counted from the base level of 42 years for these two categories of candidates (PTTs and CWTs).

Existing teachers serving on permanent basis in substantive approved posts in the UGC scale of pay under the pay-packet scheme of the Government in Non-Government aided Colleges in West Bengal (to be called ‘In-Service Teachers’) can change college by way of fresh appointment only up to a maximum of 52 years of age, as on the 1st January of the year of the Advertisement.

Exceptionally qualified over-aged candidates may be called for interview at the discretion of the College Service Commission in the rarest of cases. But their recruitment will depend on the condonation of their overage by the Government on a case-to-case basis, purely on merit, normally not exceeding one per cent of the total size of the concerned panel, rounded off to the next whole number.

Note-3(a): The qualifications as prescribed above are not mandatory (except language requirement) for the candidates who are ‘In service teachers’ subject to the condition that they are continuously so (‘In service teachers’) from a date prior to 19th September, 1991, and that they were appointed on the recommendation of a duly constituted Selection Committee as per Notification/Govt. Order issued from time to time in this regard. However, these teachers are eligible for changing their colleges by way of fresh appointment through the aforesaid selection procedure.

(b) Those ‘In service teachers’ working from on or after 19.09.1991 and possessing the qualifications mentioned under clauses 4-8 above may change college by way of fresh appointment through the aforesaid selection procedure of the College Service Commission.

(c) Exceptional qualification shall normally imply at least a PhD degree, with evidence of significant post-doctoral research work.

(d) The Government would consider the claim for protection of pay only for teachers serving on permanent basis in substantive approved posts in the UGC scale of pay in Government/ Non¬-Government aided Colleges/ State-aided Universities in West Bengal provided these teachers have rendered at least 5 years’ continuous service as on the last day of applying in response to an advertisement and provided they apply through proper channel.

  • This will then display the availability of the number against its corresponding RTOs in the selected State. You only need to enter the last four digits of your choice to check for availability of the number.
  • If your number of choice isn’t available then you can search from a list of available numbers by selecting the tab  “Choice Numbers”  which will then prompt you to enter the State Name and RTO. This will display a list of available numbers and their corresponding prices. It’s worth noting here that only numbers marked as “Non-Transport” are applicable for private vehicles that include cars and motorcycles.

4. Register for an e-Auction

Upon logging in, you will get two tabs for selection. One redirects you to the registration process for an e-auction and the second selection is for a number allocation on first-come-first-serve basis. If the number you desire is high in demand or very popular then you will have to participate in an e-auction. This process allows multiple bids by interested parties and as auctions go, the one with the highest bid secures the number. You’ll need to register for the e-auction on the Parivahan Sewa e-auction portal by submitting the required documents, and paying a non-refundable participation fee.

5. Make the payment

Once your application is accepted, you will need to pay the requisite fee for the fancy number registration. Payment can be made online or directly at the RTO. After the payment, you will receive a confirmation receipt on email and as a text message, which will serve as proof of your application. The RTO will then process your request, and you will be assigned the fancy number plate. In case the incorrect RTO was selected during the application process and doesn’t correspond to your residential address then the application will automatically get cancelled.
