The Persona 5 Royal Strength Confidant is unique compared to the others in the game, requiring you to solve Persona Fusion puzzles in order to rank up the confidant cooperation with the Twin Wardens Caroline & Justine , the jailers in Persona 5's unique prison-themed take on the Velvet Room.
Instead of hanging out and chatting casually, you'll instead be fusing or catching Persona with specific abilities to order to rank up. It's important to do this, since as the Strength confidant grows, you'll unlock additional functions of the Velvet Room, which can lead to having better Persona in combat. You'll also, of course, get to know the duo a little bettter.
This guide features all of the fusion puzzle solutions for the Strength confidant - for both versions of the game.
Strength Confidant Fusion Solutions: Fusing Puzzle Answers for the Twin Wardens Caroline & Justine
The manner in which you level up the Strength Confident link with Caroline and Justine is quite different to every other confidant cooperation in the game - you can't even give your jailers gifts. This is the only way to level up, which unless you're a fusion nerd can be a pain.
That's where this guide comes in - no fusion calculator required, as we feature the raw solutions for every rank of the Strength confidant , taking the guesswork out of matters. The solutiomns on this page cover both the original version of the game and Persona 5 Royal, as the two versions have slightly different requirements and solutions. But this here is definitive.
Caroline and Justine are available any time of the day or night at any time in Persona 5, so long as you can make your way to the Velvet Room. To access them, just head there via one of the magical doors that are available in Shibuya, Shinjuku, Kichijoji, or Akihabara. At certain points in the game you briefly can't access the Velvet Room - and these are pretty much the only points this confidant relationship is unavailable.

Without further ado, here's a full list of fusion solutions, divided by rank. These are by no means exhaustive - but these are the ways we completed the riddles the twins laid out for us to advance their confidant cooperation.

Rank 1: Jack Frost with Mabufu
Here's a few ways to get a Jack Frost with Mabufu in order to achieve Rank 1 of the Strength confidant in both games:
- Unlocked automatically on 5/18.
- Jack Frost learns Mabufu at level 12. Jack Frost is a Magician Arcana Persona, and so with the story-driven progression of the Morgana Magician cooperation you'll be able to get enough bonus experience to boost Jack Frost up to level 12 from very early on in the game.
- In order to fuse Jack Frost, fuse Berith (Hierophant) with Apsaras (Priestess).
- You can also fuse Mokoi (Death) with Apsaras (Priestess) for the same result.
- In Persona 5 Royal , you can also fuse Silky (Priestess) with Berith.
- These Persona are available in the first palace and in early areas of mementos.
- Unlocks the Group Guillotine , a new fusing method that lets you fuse three Persona at once.
Rank 2: Ame no Uzume with Frei (P5R) or Shiissa with Frei (P5)
The same move is required here on both occasions - Frei. This is an easy enough move to acquire, so you shouldn't need to spend a skill card. You can inherit it from other Persona easily enough.
- To get a Shiissa with Frei you'll need to fuse Jack Frost (Magician) with Makami (Temperance). Makami will have Frei, and so you can choose for the resulting Shiissa to inherit the skill.
- Can get Suzaku by fusing Berith and Hua Po
- Alternatively, fuse Cait Sith (Magician) with Succubus (Moon) and use a Frei Skill Card on the resulting Persona.
Rank 3: Flauros with Tarukaja (P5R) or Matador with Magaru (P5)
Adjusted for Persona 5 Royal, you'll need to fuse a Flauros with a Tarukaja for the Strength Confidant's first rank. Alternatively, in vanilla Persona 5, you'll need to craft a Matador with Magaru.
- The quickest and easiest way to get a Matador with Magaru is to use a treasure Persona, Regent. Once you've found one of these once you can recall them from the compendium, but they're expensive. Combine Mokoi (Death) with a Regent to create a Matador - pick up Magaru as the inherited skill from the skill-loaded Regent.
- You could also achieve this persona by fusing Nekomata (Magician) with Obariyon (Fool) and inherit Magaru.
- To get Flauros with Tarukaja, fuse a Berith (Hierophant), Orobas (Hierophant) and Eligor (Emperor).
- You'll need Eligor to be level 16 in order for it to have the Tarukaja skill to carry over. You can get Eligor from the Chemdah area in Mementos.
- Grants the Lockdown ability within the Velvet Room, allowing you to leave a Persona with the twins for training in attribute resistance.
Rank 4: Phoenix with Counter (P5R) or Flauros with Tarukaja (P5)
One of these two fusion missions is undertaken in both games, but the rankings have been shuffled around between P5 and Persona 5 Royal. Ultimately, there's a different mission for each game - Phoenix with Counter, in Royal, is the one most players will face.
- To get this Persona you need to do a group guillotine fusion: Berith (Hierophant), Andras (Devil) & Eligor (Emperor), all obtainable in the first palace or Mementos. To get Tarukaja you'll need a few levels boosted via an Arcana Burst - being Devil, Flauros is boosted by the reporter (Devil, Ohya) confidant cooperation . Alternatively, you can level it a bit through fighting.
- First, fuse Jack O'Lantern (Magician) with Hua Po (Hanged Man). The result is Yaksini.
- Now fuse Yaksini (Empress) with Kelpie (Strength) - the result will be a shiny new Phoenix with Counter inherited from Yaksini.
Rank 5: Setanta with Rakukaja (P5R) or Ame-no-Uzume with Dodge Psy (P5)
For the fifth rank, you've got two challenges depending on the game. In vanilla Persona 5, you'll need to fuse an Ame-no-Uzume with Dodge Psy. Persona 5 Royal players instead must target a Setanta with the move Rakukaja.
- The Dodge Psy ability can be a bit elusive, but we found it by fusing Kin-Ki (Chariot) with Sui-Ki (Moon). Kin-Ki learns Dodge Psy at Level 27, so you just need to boost it to that level either through the Chariot confidant cooperation with Ryuji or through some combat and then select dodge psy as an inherited ability.
- You can also fuse Okuninushi (Emperor) with Sadama (Star) for the same results.
- Finally, Arsene (Fool) and Norn (Fortune) will also give the provided result.
- To get this, simply fuse Silky (Priestess) with Lamia (Empress). Done.
- In Persona 5 Royal your reward, as well as a rank up, is Special Treatment - which allows you to pay to fuse personas higher than your current level.
- In Persona 5, you'll instead unlock Guillotine Booster , raising the number of possible fusions in Group Guillotine fusions.
Rank 6: Neko Shogun with Dekaja
Enjoy the simplicity while it lasts, as this is the final fusion solution that is relatively straightforward. Here's what to do:
- You could boost to Anzu by fusing Flauros (Devil) and Sandman (Magician), Principality (Justice) and Oni (Strength) or Naga (Hermit) and Rakshasa (Strength), then getting a level boost from your rank in the Hierophant confidant cooperation with Sojiro .
- Your next step is to use Anzu in an advanced fusion - fuse it in a three-way with Kodama (Star) and Sudama (Hermit). Select Dekaja as your inherited ability and this rank is complete.
Rank 7: Lachesis with Tetraja
Strap in, as getting a Lachesis with Tetraja was a complicated multi-step process for us, involving a few Persona fusions on the way. Here's how we managed it...
- Fuse or pull Clotho (Fortune) and raise it to level 28 - at this point, it learns Tetraja.
- Next, fuse your Clotho with Regent (Emperor) to get the Lachesis with Tetraja. If that doesn't work, try Clotho with Stone of Scone.
- Fuse Lamia (Empress) and Sandman (Magician) to create Principality (Justice) - this Persona has Tetraja naturally.
- Fuse Principality (Justice) with Yaksini (Empress) in order to make an Ame-no-Uzume (Lovers). Make sure you inherit Tetraja as a skill. Depending on your arcana ranks and registered Personas, you might get Kushinada instead of Ame-no-Uzume, which is OK.
- Finally, fuse your new Ame-no-Uzume (Lovers) with Isis (Priestess) in order to get your Lachesis. Please don't forget to inherit Tetraja - that'd hurt.
- Combine a Principality (he starts with Tetraja) with Succubus to get Lilim. Then fuse Lilim with Take-Minataka to get a Lachesis.
Rank 8: Hecatoncheires with Masukunda
- First get a Lilim (Devil) and level her up until she learns Masukunda.
- Next, fuse Lilim with Anzu (Hierophant) or Daisoujou (Hierophant) - and there's what you need.
- You can also fuse Clotho (Fortune) with Red Rider (Tower).
- Another way to get this Persona is to fuse Clotho (Fortune) with Belphegor (Tower).
- For Vanilla Persona 5: Unicorn (Hierophant) and Lilim (Devil) will give you what you need, with Masukunda an available skill to inherit. [Persona 5 only, not Royal, as Unicorn is Faith Arcana in Royal]
- Royal: You can get a Masukunda Skill Card pretty easily by taking the Velvet Room twins to the Aquarium, available starting 7/26. Have Yusuke duplicate the card if you don't want to use it up permanently.
- In Persona 5, this rank unlocks Isolation , a new Velvet Room facility that improves Lockdown.
- In Persona 5 Royal, this rank unlocks Guillotine Booster , raising the number of possible fusions available in Group Guillotine.
Rank 9: Bugs with Samarecarm
Getting a Bugs with Samarecarm requires you to break out your advanced Persona Fusion tools once again, and you'll have to complete a few Mementos quests along the way, too.
- First of all, to unlock the capability to fuse Bugs, you need to complete the Mementos Request - The Lovesick Cyberstalking Girl, which is available from 7/10.
- Bugs requires an advanced fusion of three persona - combine Pixie (Lovers) with Pisaca (Death) and Hariti (Empress).
- Hariti learns Samarecarm at level 41, so boost to it there (the Empress confidant cooperation with Haru will help here) then inherit it from this fusion. One avenue to get Hariti is to fuse Principality and Neko Shogun.
- Pisaca can be gotten in the deeper Akzeriyyuth section of Mementos.
Rank 10: Seth with High Counter
High counter is an amazing move, but getting a Seth with High Counter requires another fairly complicated multi-step fusion process - as is perhaps appropriate for the tenth and final rank of the Strength confidant cooperation. Here's what to do:
- Gain a Skill Card from the mementos request / sidequest The Killer Who Cleans Up Trash . You'll get this request on 10/14. This skill card lets you teach a Persona high counter, and is the quickest route to this move.
- Combine Hecatoncheir (Hanged) with Kushinada-Hime (Lovers) to get a Horus (Sun).
- Combine Isis (Priestess), Thoth (Emperor), Anubis (Judgement) and Horus (Sun) to create Seth.
- Use the ability card you got from the side quest to teach Seth High Counter and you're done! Have Yusuke duplicate the card first if you want.
- Fuse Lachesis (Fortune) and Neko Shogun (Star), which makes a Pazuzu (Devil).
- Now get a Dakini (Empress), and level it up enough to learn High Counter.
- If this fusion looks like it's going to give you Ganesha instead of Horus, Make the Ganesha, and then fuse it with Queen's Necklace, again passing on High Counter. This will get you the Horus with High Counter.
- Finish off with a four-way fusion between your newly fused Horus with High Counter and Isis (Priestess), Thoth (Emperor), and Anubis (Judgement). Voila - there's your Seth with High Counter!
- Royal: Unlocks VIP Treatment, which gives a discount for Special Treatment.
Special Prison Events in Persona 5 Royal
In Persona 5 Royal, there's a new addition of 'Special Prision Events' that allow you to spend time with Caroline and Justine to deepen your relationship outside of the confines of the mysterious prison. This allows the pair to hang out with you at places throughout Tokyo, though only on certain dates.
Hanging out with them doesn't reward you with any boost to your confidant cooperation rank as it is of course controlled by the fusing missions, but it does get you various skill card rewards that can be used to boost and power up your Persona.
In order to do any of these, you must have naturally visited the location of each first on your own. Here are all the special prison opportunities, all of which are time-limited. All hangouts end on 12/19, unless otherwise listed.:
- Big Bang Burger Special Prison Hangout: available 6/6 // Rewards: Maragi & Mabufu
- Movie Theater Special Prison Hangout: available 6/7 // Rewards: Frei & Psy
- Training Gym Special Prison Hangout: available 6/15 // Rewards: Apt Pupil & Counter

Confidant/Caroline & Justine

This article covers information about the Strength Confidant , Caroline and Justine (listed in the Confidant menu as Twin Wardens until they become Lavenza, upon which she appears under her name), including events and skills featured in Persona 5 and Persona 5 Royal .
The protagonist can initiate the Strength Confidant as early as May 18th by entering the Velvet Room and showing them a Jack Frost with Mabufu any time after the mission for Madarame's Palace starts.
The requirements for ranking the Strength Confidant are different from a standard Confidant, as they require the protagonist to have certain Personas with certain skills . The twins are available at any time the protagonist can access the Velvet Room, and furthering the Confidant does not cause time to advance. The only restriction in ranking up the Confidant is the protagonist's Level and resources in the form of available Personas or funds . With the last request requiring a level 51 Persona, and keeping pace with the enemies in the Palaces , this Confidant can be completed by Okumura's Palace at the earliest.
However, the protagonist will have to do some additional fusion instead of recruiting Shadows in Palaces or Mementos , as some will require that they inherit skills from other Personas. Furthermore, the deadline of this Confidant is December 24, more specifically before confronting the Treasure of Mementos in the Depths of Mementos Shrine. After entering the Qliphoth World and beyond, the protagonist cannot advance this Confidant outside of an unintended exploit.
Completing Caroline and Justine's Confidant enables the fusion of Zaou-Gongen . Lavenza also gives the protagonist a Cell Key on 3/19, which unlocks all Velvet Room warden features once the protagonist establishes Caroline and Justine's Confidant in New Game Plus .

The presence of downloadable content may alter options presented below. Adjusting with alterations in the same Arcana of Personas will see the same benefits.
The required Personas for ranks 2-5 differ between Persona 5 and Persona 5 Royal .
Dialogue Options [ ]
In Royal , similar to Elizabeth , Theodore and Margaret , the protagonist can go on outings with Caroline and Justine. Doing so will not advance the Confidant, but will reward the protagonist with one or more skill cards . However, in order to take the Twins to a specific location, the protagonist must first discover it himself. An outing is available whenever Justine is outside the Velvet Room.
The events are unlocked over time on certain dates, and are all queued in order. Certain events have a deadline and cannot be accessed afterwards, continuing with the next event in the queue if it is freed up. If the protagonist has cleared enough events from the queue and has brought the Twins to Café Leblanc , Lavenza can later be invited to the protagonist's room.
- ↑ If instead of Horus you are offered Ganesha , make Ganesha and pass the High counter skill to them. Now Fuse the High Counter Ganesha with Queen's Necklace and pass along the High Counter, to make the intended Horus with High Counter
- ↑ The event is only available during the day or after school.
- ↑ If the previous event at Sky Tower has been completed late, specifically after August 30th, the Maid Café event will occur first, and the Miura Beach event can be accessed as soon as the next day.
- ↑ The protagonist needs to have spent time at the Maid Café first for the event with Caroline & Justine to be unlocked.
- ↑ Tokyo Destinyland cannot be visited on rainy days .
- ↑ The Café Leblanc event with Caroline & Justine needs to be cleared in order to access this event.
- Once the protagonist has the required Persona, the Confidant Rank will advance if the player talks to the Twins (in Royal , the player must select "Check penal status") or re-enters the Velvet Room. If the player has multiple Personas corresponding to the Rank requirements, each subsequent Rank's cutscene will trigger without player input immediately after the previous Rank's cutscene is finished.
- After entering the Qliphoth World in Royal , the Confidant's description will change from "Twin Wardens" to "Lavenza," and the Confidant icon will become Lavenza to reflect the changes. A blue butterfly can also be seen passing by if the screen is left idle for some time.
- There is a glitch that allows the player to rank up the Confidant even after the twins fuse back into Lavenza. The player must have the required Persona, leave and re-enter the Velvet Room, talk to Igor, and then to Lavenza while selecting the dialogue option “I don’t need anything.” This will prompt the rank up.

Caroline and Justine quests

Around the middle of May in Persona 5 , Caroline and Justine — the twin-wardens — will send you on a quest. The twins want you to fuse a specific Persona with a specific ability. If you complete their task, you will be granted the Strength Persona , as well as another request.
Strength persona abilities
Leveling up the Strength Persona will afford you some interesting new abilities inside the Velvet Room:
- At rank one , you will gain the Group Guillotine , which will allow you to fuse three personas at once.
- At rank three , you will get Solitary Confinement , which will allow you to leave a Persona behind to improve their resistances against specific attack types.
- At rank five , you will get the Guillotine Booster, which will allow you to fuse four personas at once.
- At rank eight , you will get Special Solitary Confinement , which increases the resistances gained from Solitary Confinement by an even greater amount.
- At rank 10 , you will gain Special Treatment , which will finally allow you to create Personas of any level, even ones higher than your own.
- Appeasing the twins is not easy, and will require a bit of leg work on your part. The twins are looking for very specific combinations and they will not waver at all.
Requirements and recommended fusions for all 10 ranks
- The twins will ask for a Jack Frost with Mabufu. Fuse Berith and Apsaras, raise new Jack Frost to level 12.
- The twins will ask for a Shiisaa with Frei. Fuse Jack Frost and Makami, make the Shiisaa inherit Frei from the Makami.
- The twins will ask for a Matador with Magaru. Fuse Nekomata and Obariyon, wait until Igor makes the Margaru ability available. Repeat the process until it is randomly gained.
- The twins will ask for a Flauros with Tarukaja. Fuse Andras, Eligor, and Berith via the Group Guillotine, make sure the Flauros inherits Tarukaja from the Andras.
- The twins will ask for a Ame-no-Uzume with Dodge Psy. Fuse Kin-ki that is at least level 27 and Sui-ki, make sure it inherits Dodge Psy.
- The twins will ask for a Neko Shogun with the Dekaja skill. Fuse Anzu, Korama, and Sudama via the Group Guillotine. Once you have the Neko Shogun, you need to strengthen it to get Dekaja. Grab an Orobos, enter the Velvet Room and save inside. This can be a real pain, but you must sacrifice Orobas to Neko Shogun. Through the sacrifice, one of Orobas’ abilities will transfer over, but it is random. Reload and repeat until you get Dekaja to transfer.
- The twins will ask for a Lachesis with Tetraja. Fuse Koppa Tengui and Red Rider, sacrifice a Clotho to inherit Tetraja. Alternatively, fuse Lamia and Sandman for Principality. Take your new Principality and fuse it with Yaksini for Ame no Uzume, inherit Tetraja. Take your new Ame no Uzume and fuse it with Isis, make your new Lachesis inherit Tetraja.
- The twins will ask for a Hecatoncheires with Masukunda. Fuse Unicorn with Lilim.
- The twins will ask for Bugs with Samerecarm. Fuse Hariti that is at least level 41, Pixie, and Pisaca via the Group Guillotine.
- The twins will ask for a Seth with High Counter. Fuse Hecatoncheires and Kushinada-Hime for Horus. Fuse the result of that fusion with Isis, Thoth, and Anubis via the Group Guillotine. In order for Seth to learn High Counter, you will need to acquire an ability card. This card cannot be acquired until a October Mementos mission, “The Killer Who Cleans Up Trash.”
The easiest way to acquire the necessary Personas for fusion is to pull from your Inmate Registry. Each time you fuse a Persona, they become registered in your guide and you can pull them out at any time in the Velvet Room (for a small amount of Yen). Try using this handy Fusion calculator in addition to your registry to make things a lot easier on yourself.
By appeasing the wardens, you will not only gain the massive Aracana Burst that comes with all confidants, you will also be able to create new and powerful Personas to aid you on your journey.

Persona 5 Royal saw the addition of a number of changes and advancements to Atlus' smash 2017 JRPG hit, Persona 5 . But arguably, one of the best and easily the funniest addition to the game was the feature to take the Twin Wardens of the Velvet Room, Caroline and Justine, out on the town and babysit them around Tokyo.
Though the Twin Wardens' interactions in Persona 5 were limited to helping Joker fuse and strengthen his persona (and giving him annoyingly difficult fusion tasks), Royal takes that one step farther by adding one more part of Joker's rehabilitation - "special assignments."

The twins explain to Joker that they're interested in their prisoner's life and want to see where he spends his time he's not locked up. Though they give a pretty lengthy explanation as to how this connects to rehabilitation, it honestly seems like the twins are just getting bored of spending their lives in a dingy prison with a creepy dude overseeing them. Who could blame them?
Sure, these interactions don't necessarily have a "real" purpose in the game. But the social interactions that the twins have as they explore the wonders of Tokyo are just oh, so good.
Should Joker decide to take the twins up on their offer, he'll have the opportunity to take them on some pretty hilarious outings, such as eating at Big Bang Burger, confessing at the Kanda Chapel, and experiencing the Akihabara Maid Café.
Though the twins hold immense power in the Velvet Room, that authority doesn't translate too well in the real world. Normal members of society view them as adorable little children, which aggravates the twins (especially the tsundere-like Caroline) to no end.
Additionally, there's a bit of a culture barrier between the happenings in everyday Japan and the Velvet Room, which leads to some pretty ridiculous encounters; like the time Justine asks Joker to take them somewhere "where slaves attend to the needs of visitors." Joker proceeds to take them to a maid café, where the twins get into a hilarious fight with the waitress after the latter calls them "cute."
The dates also allow for more insight into the twins' individual personalities. Though the original game clearly identified the dynamic between the calm Justine and the impatient Caroline, Royal allows players to see that in a brighter (both literally and figuratively) light. Take one outing where the twins attend confession: Justine admits she's been pushing her more boring responsibilities to Caroline, which shocks and aggravates her sister. Justine then brings up Caroline's tendency to shirk responsibilities, even bringing up the time when the latter left the Velvet Room to eat menchi katsu by herself.
Meanwhile, Joker stands outside of the confessional, listening to the two bicker.
This is all to say that while these outings are completely optional in the grand scheme of Royal , you'd be remiss to miss out on babysitting these adorably scary twins.
