Fulton Schools set hardship transfers deadline

  • Candy Waylock
  • Feb 3, 2010

FULTON COUNTY – Parents who wish to send their child to a school outside their attendance zone have until March 1 to apply for a hardship transfer, or to renew a current hardship to another Fulton elementary, middle or high school.

School officials said there will be no exceptions or extensions granted after March 1, with the anticipation the system will receive thousands of requests which must be processed.

Parents can use an online form, available through the school system’s Web site, to enter their information and then print it to obtain signatures and/or supporting documentation.

“Although using the online form will help expedite processing time, applications also can be picked up at all schools as well as the Fulton County Schools Administrative Center,” said Allison Toller, director of communications for Fulton Schools. Applications can be sent by mail, fax or hand-delivered to the school system headquarters.

Parents may seek a hardship transfer in four categories: medical reasons, curriculum differences, child care situations, or for employees’ children. Schools participating in open enrollment, a separate transfer process that allows students to move to a school with available space, will be announced in early May.

Toller said once all hardship transfers have been processed, the school system will know how many spaces are available at area schools for open enrollment. Enrollment projections for each school are due out this month and will also help determine if room exists for open enrollment.

Currently only a handful of schools in North Fulton participate in open enrollment, outside charter schools, primarily because most schools are already at capacity and cannot accommodate additional students, explained Yngrid Huff, director of planning for Fulton Schools. This year, Johns Creek and Alpharetta high schools offered open enrollment, and it is too early to tell which schools will be added to the list for the 2010-2011 school year. System wide, fewer than 15 of the system’s 90 traditional schools have open enrollment, although it has been a push by the Fulton School Board to increase those numbers.

One change in policy this year is the requirement that a student cannot request a hardship transfer out of a school they are not attending, or have yet to attend. For example, a current 8th grader cannot request a transfer to a high school outside their attendance zone unless very special circumstances exist, explained Huff.

“You have to provide your [zoned] high school with the opportunity to meet the student’s needs,” she said.

Another policy change affects school system employees who have children receiving an employee hardship transfer. Employees must now renew their request with the Student Assignment office annually, and must provide a letter from their supervisor stating their employment status for the 2010-11 school year.

Parents with questions or who need more information about hardship transfers can contact the Fulton County Schools’ Student Assignment Office at 404-763-6801 or visit www.fultonschools.org/dept/studentplacement .

Board Members

The Board of Education regards academic honesty as a cornerstone of its educational mission. Cheating will not be tolerated in this school system. Each school shall have a rule prohibiting cheating which shall be made available to students and parents. At a minimum, the rule should contain the following: a. Examples of cheating, which could include areas such as

  • copying or "borrowing" from another source and submitting it as one's own work
  • seeking or accepting unauthorized assistance on tests, projects or other assignments
  • altering or forging grades, gradebooks, progress reports, report cards or other academic records
  • fabricating data, signatures or resources
  • providing or receiving test questions in advance without permission
  • working collaboratively with other students when individual work is expected

·         and any other examples that the school wishes to include. b. Range of possible disciplinary consequences, consistent with the Student Behavior Code (Operating Guideline JD). c. Range of possible academic consequences, which may include, when the principal or designee deems appropriate, repeating the assignment or a similar assignment, receiving a reduced grade or a zero on the test or assignment or other consequences at the discretion of the principal. d. Range of possible extracurricular consequences, which may include exclusion from extracurricular activities, interscholastic activities, honor societies and clubs; ineligibility for school offices or school honors; and other consequences at the discretion of the principal. Teachers and administrators should be vigilant in monitoring compliance with this policy and the school's cheating rule, including that involving mobile technology or internet resources.

Given that academic integrity is an expectation of all Fulton County students, consequences may be applied if cheating incidences occur on any work submitted by Fulton County students in an event, competition or contest in which they represent the school system.

The Fulton County Schools Information Technology Division is a major service provider to all stakeholders and supports mission-critical processes and services. IT strives to facilitate student achievement and business processes by integrating safe, supported, and effective technology solutions.

District Device Availability

The Fulton County Schools Device Program aims to ensure that students from PK-12th grade have access to devices. Students in grade Pre-K-5 devices are available for daily use at school.  The devices are stored in-house and stored in carts.  Students in grades 6-12 are assigned a device they can take home.

The device breakdown for the schools consists of iPads for PreK-1st grade and laptops for 2nd-12th grade students. Its primary goal is to provide all students with continuous access to technology throughout the school day. It is the expectation of students taking their devices home to bring them to school each day, charged and ready to use.

FAVE:  Some students are enrolled in virtual classes through our FAVE program. Devices for these students are provided for grades 3-12 to be used at home.

Currently, there is a pilot program in two middle schools where devices stay at the school, and students who require devices for home use are provided with reimaged devices that function as virtual desktops for accessing Classlink resources. This initiative aims to reduce the risk of devices not being returned, particularly when needed for testing purposes.

The 1:1 device program has effectively addressed technology disparities within the district by establishing procedures for schools to acquire devices through approved vendors. Additionally, it enabled allocating support technicians within school buildings, with one per building for middle and elementary schools and two technicians for high schools, ensuring efficient technology support.

How To Request a Device:

  • If there is a need for a device for new students in grade Pre-K-5, the teacher enters a request, and the tech will provide them with a device.
  • If there is a need for a student in grade 6-12, they are to let the Device Coordinator (DC) know of this need and they will work with the tech to get the student a device.

How To Get Technical Support:

  • Prek-5 Grades:   The teacher will enter a support ticket for the device and repairs and/or device swaps are performed by School Tech.
  • 6-12 Grades: The student will enter the support ticket and work with the School Tech to get help with technical issues. Troubleshooting and/or device swaps are performed by the tech.
  • FAVE Students:   Students should call the Fulton County Service Desk for all technical support issues (470-254-HELP). The Service Desk will try basic troubleshooting. If the issue cannot be resolved, the Service Desk will create an appointment for a device swap. Currently the locations for the swaps are FAVE at Global Impact Academy for south and FAVE at Crabapple Center for north students.

Lost, Damaged, Stolen:

If the device is damaged, lost or stolen. The fines listed below will be applied to the student’s account.

  • Lost/stolen, $250
  • Damaged, $100
  • Accessories – Lost or damaged, $30 for each accessory

Background Information:

The program was initiated in 2015 to support the personalized learning initiative by the FCS Academics Department. Initially, it provided 3:1 device for grades K-5 and 1:1 device for grades 6-12. Due to the pandemic, elementary students also began to receive 1:1 device to facilitate remote learning. Before 2015, schools relied on desktops and computer labs for student use. At the beginning of the 2023 school year, the device checkout system transitioned from Destiny, which had been in place for several years, to Atlas S4.
