Everything You Need to Know About the National Intelligence and Research University

President William Ruto on Tuesday, November 5, awarded a charter to the newly established National Intelligence and Research University (NIRU) at State House in Nairobi.
The award of the charter means that the National Intelligence and Research University will be the first Kenyan university owned and run by the National Intelligence Service.
The institution will open its doors to those in pursuit of higher learning opportunities in its accredited courses in Nairobi.
Additionally, the institution will be managed by a Board of Management, a Council, and a Vice-Chancellor (VC). Academician Doctor Christopher Chumba will see the running of the learning institution as its VC.
NIRU will oversee the running of other constituent colleges after being split from the National Defence University (NDU) , which is directly linked to the Kenya Defence Forces (KDF). The NDU is mandated to conduct a preeminent course in national security and strategy.
Key constituent colleges that will be under NIRU include the Kenya Military Academy based in Lanet, Nakuru, the Joint Command and Staff College, the International Peace and Support Training Center in Embakasi, and the Defence Forces Technical College .
Additionally, the institution will be chaired by the Director of National Intelligence Service(NIS), Nordin Haji, and will also oversee the management of the Centre for Security Studies as an additional constituent college.
The institution will focus on intelligence studies and research on complex security threats to protect national and regional interests in Kenya and across borders.
NIRU will also focus on establishing a leading intelligence training and action-oriented research institution regionally and beyond for its learners and is expected to revitalize security-related training in Kenya.
Kenya has been on a path to revolutionize its security and intelligence operations through the establishment of key vital security installations and training for its security staff.
Key among the steps include the setting up of a modern forensics laboratory at the Directorate of Criminal Investigations(DCI) headquarters along Kiambu Road, Nairobi.
The university is also set to boost Kenya's efforts to deal with modern security threats that are posed by outlawed groups such as organized terror and villain groups.

Does Academic Theory Sway US Cyber Strategy Implementation?
The evolution of US cybersecurity strategy since 2015 illustrates how academic debate can guide practitioners managing operations in the cyber domain. The shift from an emphasis on deterrence toward an operational approach rooted in Cyber Persistence Theory suggests that, for the first time, the public manifestation of a theory—in its embryonic form—did not lag behind strategy development. This Research Short examines the shift in strategic language as an indicator that theorizing about the unique structural characteristics of cyberspace drove a policy shift for US cybersecurity. If theory can drive practice, how does that relationship affect cyber operators’ downstream strategy implementation in a dynamic security environment?
A Practical Guide to Implementing Organization-Wide Change in the IC
A continually shifting landscape of new challenges, technologies, and adversaries complicates the IC’s core mission of protecting national security. To adapt effectively to disruption, IC agencies must often initiate change on an organization-wide scale. Yet, implementing large-scale internal change can seem daunting, especially to those charged with leading that change. A dedicated, methodical effort to create tangible outcomes and constructively engage the IC workforce can shape and embed the needed change—like a greenhouse growing the seedlings of new policies and programs until they are ready to take root and flourish in their IC organizational home.

Substantial public safety benefits derive from declassifying information related to private sector security. From declassification of the US military’s Global Positioning System to actionable warnings of terrorist activities and Russia’s plans to invade Ukraine, intelligence sharing has fostered private sector technology development and risk management strategies that better protect US national security and public safety. Providing the US public with knowledge that can safeguard the populace has undeniable intrinsic value, but transparency and the free flow of critical information also foster trust, enhance understanding, and promote beneficial public-private partnerships.
