Engineering Management Degree Online Curriculum/Concentrations

Online MEM students take coursework built on three pillars: management for engineers, data science and management, and engineering modeling and risk analysis.

Terms 1-3 lay the groundwork for technical proficiency and managerial success through a series of required core courses, while Terms 4-5 are for taking electives or a program concentration.

This project-based course exposes students to tools and methodologies useful for forming and managing an effective engineering design team in a business environment. Topics covered will include personality profiles for creating teams with balanced diversity; computational tools for project coordination and management; real-time electronic documentation as a critical design process variable; and methods for refining project requirements to ensure that the team addresses the right problem with the right solution.

This course brings a strong modeling orientation to bear on the process of obtaining and utilizing resources to produce and deliver useful goods and services so as to meet the goals of the organization. Decision-oriented models such as linear programming, inventory control, and forecasting are discussed and then implemented utilizing spreadsheets and other commercial software. A review of the fundamentals of statistical analysis oriented toward business problems will also be conducted.

This course enables the engineering management student to acquire the knowledge and skills they will need to handle the variety and volume of information encountered in today’s workplace. The course uses Python, which is rapidly becoming the language of choice for information handling and data analysis. Students will work with both structured and semi-structured data.

This course emphasizes the development of modeling and simulation concepts and analysis skills necessary to design, program, implement, and use computers to solve complex systems/product analysis problems. The key emphasis is on problem formulation, model building, data analysis, solution techniques, and evaluation of alternative designs/ processes in complex systems/products. An overview of modeling techniques and methods used in decision analysis, including Monte Carlo and discrete event simulation is presented.

This course is a study of analytic techniques for rational decision-making that addresses uncertainty, conflicting objectives, and risk attitudes. This course covers modeling uncertainty; rational decision-making principles; representing decision problems with value trees, decision trees, and influence diagrams; solving value hierarchies; defining and calculating the value of information; incorporating risk attitudes into the analysis; and conducting sensitivity analyses.

To meet the interests and career goals of students, the following courses are available as recommended electives during Terms 4 and 5. Alternately, students may take up to four courses that focus on a particular area of their choice including Construction Management, Mechanical Engineering, Electrical Engineering, and Systems & Software Engineering upon reviewing the specific courses with the faculty advisor or Program Director. *

Project success depends, largely, on the human side. Success in motivating project workers, organizing and leading project teams, communication and sharing information, and conflict resolution, are just a few areas that are critical for project success. However, being primarily technical people, many project managers tend to neglect these “soft” issues, assuming they are less important or that they should be addressed by direct functional managers. The purpose of this course is to increase awareness of project managers to the critical issues of managing people and to present some of the theories and practices of leading project workers and teams.

MANAGERIAL ANALYTICS ELECTIVE

This course provides a hands-on introduction to the modern techniques for visualizing data and leverages such techniques with the corresponding problem solving skills necessary to complement data visualization into specific strategic decision making. The student will first learn to use the latest off the shelf software for data visualization. In specific the student will learn the following languages: R, D3, Google refine and Spot fire.

SUPPLY CHAIN AND LOGISTICS MANAGEMENT ELECTIVE

The supportability of a system can be defined as the ability of the system to be supported in a cost effective and timely manner, with a minimum of logistics support resources. The required resources might include test and support equipment, trained maintenance personnel, spare and repair parts, technical documentation and special facilities. For large complex systems, supportability considerations may be significant and often have a major impact upon life-cycle cost. It is therefore particularly important that these considerations be included early during the system design trade studies and design decision-making.

The Capstone is a customized and personalized experience that allows students the opportunity to build innovative solutions for real-world engineering problems. Students will collaborate with a faculty member and tailor their projects to their areas of interest or use real-life issues at their current organizations.

Getting usable information from the vast amount of data we are immersed into requires a combination of methodologies, tools, techniques, algorithms and ingenuity. Creating views, extracting trends, defining patterns, identifying clusters are all elements we need to manage large data. The field of data mining has evolved from the disciplines of statistics and artificial intelligence. This course will examine methods that have emerged from both fields and proven to be of value in recognizing patterns and making predictions from an applications perspective. Final goal of the course is to provide the students with a “data toolbox” they can use in their activities. This “toolbox” contains methods and tools that students will use themselves during the course for real world applications. The course is hand-on, but no coding is required, using Open Source Data Science tools that are based on Graphical User Interfaces.

This course covers the theory and application of modeling aggregate demand, fragmented demand and consumer behavior using statistical methods for analysis and forecasting for facilities, services and products. It also aims to provide students with both the conceptual basis and tools necessary to conduct market segmentation studies, defining and identifying criteria for effective segmentation, along with techniques for simultaneous profiling of segments and models for dynamic segmentation. All of this provides a window on the external environment, thereby contributing input and context to product, process and systems design decisions and their ongoing management.

** Students lacking sufficient statistics coursework in their academic background will be required to take Probability and Statistics for Systems Engineering in lieu of an elective course in term 4 or term 5. Mathematical models involving optimization, simulation and forecasting to provide quantitative solutions to engineering management problems; scheduling, distribution, inventory control.

Study interrelationships of twentieth century technological change and human values with emphasis on social and ethical aspects of technological progress.

Year 1, Semester 2

Individual and group behavior in organizations; motivation, performance and rewards, job satisfaction, decision processes, conflict resolution; job and organizational design.

Course is designed to develop the theoretical foundation that is needed to understand the principles of effective (and ineffective) approaches to negotiations.

Descriptive statistics, hypothesis testing, power, estimation, confidence intervals, regression, one- and 2-way ANOVA, Chi-square tests, diagnostics.

Examines the analysis of decisions under uncertainty within the context of engineering and technology. Evaluation methods; problem identification, modeling, and resolution; consequences/outcomes of the action taken; and risk analysis and quantification are covered to improve the decision-making process of individuals and groups in technical organizations.

Study of project management as it relates to engineering and high-technology projects and personnel. Techniques and methodologies to eliminate, mitigate, and manage the risks that threaten project success are covered.

Complete your application and submit all required materials by the appropriate deadline. Your deadline will depend on the semester you plan to start your courses.

For admission to the J. Jeffrey and Ann Marie Fox Graduate School, an applicant must hold either (1) a baccalaureate degree from a regionally accredited U.S. institution or (2) a tertiary (postsecondary) degree that is deemed comparable to a four-year bachelor's degree from a regionally accredited U.S. institution. This degree must be from an officially recognized degree-granting institution in the country in which it operates.

The program contains a number of courses requiring a solid background in engineering, mathematics, physics, or science so that participants are able to demonstrate the skills required for the management of complex engineering projects, products, and services within a typical engineering organization.

2. Gather your required materials.

Applications are submitted electronically and include a nonrefundable application fee. You will need to upload the following items as part of your application:

Official transcripts from each institution attended , regardless of the number of credits or semesters completed. Transcripts not in English must be accompanied by a certified translation. If you are a Penn State alum, you do not need to request transcripts for credits earned at Penn State but must list Penn State as part of your academic history.

Test Scores — GRE/GMAT scores are not required and will not be reviewed.

English Proficiency — The language of instruction at Penn State is English. With some exceptions, international applicants must take and submit scores for the Test of English as a Foreign Language (TOEFL) or International English Language Testing System (IELTS). Minimum test scores and exceptions are found in the English Proficiency section on the Fox Graduate School's "Requirements for Graduate Admission" page . Visit the TOEFL website for testing information. Penn State's institutional code is 2660.

References (2) — You will need to initiate the process through the online application by entering the names, email addresses, and mailing addresses of two references. Upon submission of your application, an email will be sent to the reference requesting they complete a brief online recommendation regarding your commitment for success in an online program. Please inform all recommenders they must submit the form in order for your application to be complete.

Program-Specific Questions/Materials

Résumé — Upload a one- to two-page résumé highlighting your full-time employment and/or military experience to the online application.

Statement of Purpose — A one-page statement of intent outlining your personal career goals and reasons for wanting to enroll in the program. This statement should be specific and include information about short- and long-term goals and how enrolling in the program may help achieve them. The statement of intent also offers applicants the opportunity to demonstrate writing and communication skills, specify examples of leadership, and provide pertinent information that will assist the committee in selecting candidates who can benefit from and contribute to the engineering management program.

You’ll earn a Stanford Graduate Certificate in Technology and Engineering Management when you successfully earn a grade of B (3.0) or better in each course in the program.

With each successful completion of a course in this program, you’ll receive a Stanford University transcript and academic credit, which may be applied to a relevant graduate degree program that accepts these credits. If admitted, you may apply up to 18 units to an applicable Stanford University master’s degree program (pending approval from the academic department).

Ross Shachter

Ross Shachter

Associate Professor

Ross Shachter joined Stanford's faculty directly after receiving his Ph.D. degree. His doctoral dissertation developed a method for purchasing an expert's forecast that encourages accurate revelation of the expert's beliefs as probabilities. Since then his research has focused on the representation, manipulation, and analysis of uncertainty and probabilistic reasoning in decision systems. He developed many of the fundamental methods for analyzing Bayesian belief networks and influence diagrams, and showed how they could be used by people and machines to communicate complex relationships among uncertain quantities, decisions, and objectives. His current research focuses on modeling uncertain processes and decision-making, including medical policy, meta-analysis, and intelligent systems. He has analyzed cancer screening processes for bladder and breast cancer and vaccination strategies for HIV and Helicobacter pylori.

His research interests include: Influence diagram knowledge representation and solution; Intelligent decision systems; Medical decision analysis; Decision analysis fundamentals; and Planning under uncertainty.

In these roles, she also has facilitated dialogue and cooperation among world-wide business partners, alumni, and clients. Program Overview

The master's of engineering management degree program teaches graduate students how to evaluate and manage innovation and technology in harmony with current business practices. Graduates of this 30-credit, coursework degree program will be poised to manage people, lead scientific or engineering operations, and pursue entrepreneurial endeavors in high-technology industries.

This option requires a minimum of 30 credits be earned through coursework. A limited number of research credits may be used with the approval of the advisor, department, and Graduate School. See degree requirements for more information.

Applications are reviewed on an individual basis using a holistic approach. Fill out our free graduate application online to apply to any of our programs. Official transcripts and scores are not required for the initial application, although you will need to upload them later.

Program courses develop core management skills while staying on the cutting edge of technology.

The strength of the MEM Program is its multidisciplinary approach, combining core business principles with graduate level engineering education. Students learn the basics of management, quantitative analysis, and behavioral science and choose advanced engineering electives in their area of specialization.

An MEM degree can be a differentiator as students learn the fundamentals of business while relying on a base of engineering knowledge. This specialized approach allows for a unique experience that stands apart from that of an MBA.

Core Engineering Management Courses

Enmgt 5900: project management .

Fall and Spring, 4 credits

Core graduate course in project management for people who will manage technical or engineering projects. Focuses both on the “technical” tools of project management (e.g., methods for planning, scheduling, and control) and the “human” side (e.g., forming a project team, managing performance, resolving conflicts), with somewhat greater emphasis on the latter.

ENMGT 5910: Engineering Management Project

Fall and Spring, 4 credits 

As Engineering Managers, you need to embrace both technical and business skills to tackle complex, sociotechnical challenges, while staying on top of the current pace of technological change. In this Engineering Management project course, we are bridging from your coursework to your role as an engineering manager. To get there, you will practice the tools, themes, and techniques learned in your Engineering Management coursework through the scaffolding of a large project. In ENMGT 5910, you will work in teams to participate in a project in collaboration with an industry partner. You will perform an intensive evaluation of some mixture of the technological and management aspects of a major engineering project or system, conducted with a team of students. This project typically incorporates some combination of economic and financial analysis, integration of components into a large-scale system, or technology feasibility.

ENMGT 5920: Product Management

Spring, 3 credits

Product Management is one of the fastest growing careers in engineering and technology-based industries. In this course, you will learn the foundations of product management including (i) preparing for success as a product manager, (ii) identifying and targeting customer needs, (iii) prioritizing your project needs, and (iv) designing, developing, and deploying your product across the product life cycle.  Using skills developed through course lectures and discussions, you will complete a project where you will practice the sprint model utilized in most product teams. This course is for students interested in pursuing a career as a product manager in engineering or technology-based companies, learning about the product management competency, or working in a non-traditional tech setting to apply these skills on complex systems.

ENMGT 5930: Data Analytics

Fall, 4 credits 

Prerequisites: CEE 3040 or equivalent.  Methods for managing data and transforming data into information. Modeling as a means to synthesize information into knowledge that can form the basis for decisions and actions. Application of statistical methods and optimization to managerial problems in project design, scheduling, operations, forecasting, and resource allocation.

ENMGT 5940: Economics and Finance for Engineering Management

Spring, 4 credits

An engineering case-based exploration of economic models and methods used in analysis, comparisons, and decision making by engineers and engineering teams. Emphasis will be placed not only on the important calculations, but also on understanding, communicating, and recording their findings, related assumptions, risks, external considerations, and situational awareness.

ENMGT 5960: Negotiations and Contracts for Engineering Managers

Fall, 3 credits

An exploration of negotiation types, skills, and tactics relevant to engineers and engineering managers, and a study in contract types, details, and clauses common to engineering fields. Studies will include human factors and behavior in negotiations, understanding and managing the end game, and legal terminology engineers should know.

ENMGT 5980: Decision Framing and Analytics 

Fall, 3 credits 

Prerequisite: introduction to probability and statistics course such as CEE 3040, ENGRD 2700, ILRST 2100, BTRY 3010, or AEM 2100. Enrollment is limited to seniors and graduate students; or permission of instructor.  Framework to structure the way we think about decision situations that are complicated by uncertainty, complexity, and competing objectives. Specific decision analysis concepts and tools, such as decision trees, sensitivity analysis, value of information, and utility theory. Applications to all areas of engineering and life. Includes a group project to analyze a real-world decision.

ENMGT 5990: Contemporary Challenges for Engineering Managers

This course will focus on major modern challenges faced by Engineering Managers, and how our responses are guided and confined by our value systems, external pressures, and available resources. The topics covered will be of a contemporary nature looking at the factors that have affected managers in the recent five years, and that will affect us in the next five to ten years. Key areas will include Climate Change, Sustainability, Diversity, Remote work forces, Technology Strategy, Data Privacy, Ethics in Global Engineering, and others. 

ENMGT 6020: Managing a Culture of Innovation

Innovation is not just ideas, but getting ideas to measurable impact for your customers or employees. While the word ‘innovation’ is pervasive throughout engineering and business, developing and managing a culture of innovation has only been mastered by a few organizations. In fact, no company has remained on the Dow Jones Industrial Average since its inception. Why? Because implementing a culture of innovation is very difficult and is moored by a lack of understanding of proven innovation strategies, competencies, and tools. In this course, you will learn a systematic approach for developing and managing a culture of innovation. You will learn how to develop an innovation strategy to better meet your organization’s goals and customer needs. In addition, we will take time to dive into innovation competencies, such as design thinking, lean start-up, and making, along with learn several innovation tools including hackathons, open innovation strategies to deliver impact for your customers and organization.

ENMGT 6090: Professional and Leadership Development Seminar

Fall, 1 credit (not counted towards 30 credit program requirements)

In the Professional and Leadership Development Course, Engineering Management Master of Engineering students will identify the goals for their career and engage in several career development support services, such as networking, interviewing, resume and cover letter writing, and negotiation workshops. In addition, they will engage in a leadership development series to help them further build their engineering management and leadership competencies. Through a variety of tools, one-on-one coaching, workshops, events, and other resources, this course will help students develop and practice critical career management skills, along with build their confidence to find a career opportunity best suited to their interests and needs.

ENMGT 6091: Seminar: Project Management

Spring, 1 credit (not counted towards 30 credit program requirements)

Weekly seminar aimed at M.Eng. students, in particular those in the engineering management program. Weekly speaker will come from different engineering applications and discuss insights into project management.

ENMGT 6095- 102: Artificial Intelligence for Engineering Managers 

Spring, 1 credit

As AI continues to revolutionize various industries, it is imperative for engineering managers to acquire a deep understanding of AI concepts and be able to apply techniques to stay at the forefront of technological advancements.

This seminar will investigate the practice of artificial intelligence to solve technical problems, increase efficiency and productivity, and improve systems. Emphasis is placed on the practical applications of these concepts and the use of existing AI tools in engineering domains.

The course is a mix of theory and hands on practical work with a focus on assembling and using a modern AI toolchain to empower engineers and engineering managers. Throughout the course, students will engage in hands-on projects, working with industry-standard tools and frameworks. The goal is to equip engineers with the skills and knowledge needed to leverage AI effectively.

This course is designed for graduate-level students seeking to enhance their expertise in Artificial Intelligence. Tutorials and assignments will be in Python, and an introductory understanding of linear algebra is important. We will be using Colab, GitHub and Docker, so a basic knowledge of these tools will also be helpful.

Automotive Engineering with Business Management MSc

1 year, starting in october 2025.

Combine specialist knowledge in engineering with advanced business skills to impact the future of vehicle engineering in the automotive sector.

Our course allows you to develop more in-depth knowledge in automotive engineering and combine this with business management skills.

You’ll advance your technical knowledge in areas such as propulsion systems and how they'll influence the future of vehicle engineering. You'll explore the impact of a range of applications and technologies, analysing past failures and predicting future challenges. Using a systems-thinking approach, you’ll look at wider issues affecting the automotive sector including moral, ethical and sustainability.

A topical automotive theme is set at the start of the course and carried through to group projects. This ensures that subject-based units are relevant to professional practice in industry. It also gives you the benefit of a  personalised learning pathway .

Alongside engineering studies, you'll learn about business and management in industry, focusing on the automotive sector. This includes resource management, business processes and theory, and change management. All this will help you to develop skills useful for your future career, whatever that might be.

Creating a collaborative and transdisciplinary learning environment is key to our course. We do this through group projects where you'll work with with students across our suite of automotive courses . Our consultancy project also allows you to work on a real engineering management challenge with an industrial partner.

We’ve carried out research in the automotive sector for over 40 years so you'll learn from academics contributing to the latest research in automotive engineering. They're dedicated to applying this knowledge to your learning experience so you get the benefit of their expertise. As well as academic support, you’ll benefit from our links with industry. Your consultancy project is sponsored by a company with a real problem they want you to solve and an industrial mentor to help you.

Throughout the course, you'll attend laboratory sessions run on our bespoke facilities that demonstrate the principles of current and future vehicles. You'll also draw on the staff expertise and facilities of our Institute for Advanced Automotive Propulsion Systems (IAAPS) .

Supporting you to graduate ready to advance your career is important to us. As part of your course, you’ll study professional development to build your research, communication and project management skills.

We expect graduates from this course to go on to work as managers in the automotive industry. Recognition of professional qualifications

As well as being recognised as a higher academic qualification, a number of our degrees are also accredited by professional bodies in the United Kingdom. The requirements to practise a profession vary from country to country. If you wish to practise your profession outside the United Kingdom, you are advised to confirm that the UK professional qualification you seek is valid in the country in which you are intending to work.

Origin of qualifications

British qualifications.

You should have a first or strong second-class Bachelor’s honours degree or international equivalent.

To apply for this course, you should have an undergraduate degree in mechanical engineering, electrical engineering, automotive engineering and vehicle engineering.

We may make an offer based on a lower grade if you can provide evidence of your suitability for the degree.

If your first language is not English but within the last 2 years you completed your degree in the UK you may be exempt from our English language requirements.

English language requirements

  • IELTS: 6.5 overall with no less than 6.0 in all components
  • The Pearson Test of English Academic (PTE Academic): 62 with no less than 59 in any element
  • TOEFL IBT: 90 overall with a minimum 21 in all 4 components

You will need to get your English language qualification within 24 months prior to starting your course.

If you need to improve your English language skills before starting your studies, you may be able to take a pre-sessional course to reach the required level.

Bangladeshi qualifications

You should have a Master's degree (following a 3 or 4 year Bachelor degree) with a final overall grade of at least 3.0 out of 4.0 (60% or B). We may also consider a Bachelor of Architecture when studied for at least five years, or a Bachelor of Engineering when recognised by the Institution of Engineers Bangladesh (IEB) or accredited by the Board of Accreditation for Engineering and Technical Education (BAETE).

You should have a Diplomë Bachelor or a Master i Shkencave with a final overall result of at least 7.5 out of 10. Please contact us if your institution uses a different grading scale.

You should have a four-year Bachelor degree from a recognised university, or a Master's degree following a three-year or four-year Bachelor degree, with a final overall result of at least 60% or 3.0/4.0.

Kuwaiti qualifications

You should have a Bachelor degree (البكالوريوس) with a final overall result of 3.0 on a 4-point scale.

Vietnamese qualifications

Ukrainian qualifications

You should have a Bachelor degree (awarded after 2007) or Specialist Diploma with a final result of at least 70% or 3.0 on a 4-point scale. Please contact us if your institution uses a different grading scale.

American qualifications

You should have an Honors Bachelor degree or Bachelor degree with a final overall result of at least CGPA 2.7 on a 4-point scale.

Zimbabwean qualifications

You should have a Bachelor Honours degree with a final overall result of at least a strong Lower Second Division (60%).

Course Content

This qualification is equivalent to three A Levels and is a full-time two-year programme.

The course will give you a wide range of knowledge and skills essential to progress within the animal sector through the study of units directly related. There is an attendance commitment requirement of approximately 16.75 hours per week, may vary dependant on the needs of the course.

There are a total of 15 units within this qualification 8 mandatory units and 7 optional units, which cover the following aspects of animal management:

MoSCoW Prioritization

What is moscow prioritization.

MoSCoW prioritization, also known as the MoSCoW method or MoSCoW analysis, is a popular prioritization technique for managing requirements. 

  The acronym MoSCoW represents four categories of initiatives: must-have, should-have, could-have, and won’t-have, or will not have right now. Some companies also use the “W” in MoSCoW to mean “wish.”

What is the History of the MoSCoW Method?

Software development expert Dai Clegg created the MoSCoW method while working at Oracle. He designed the framework to help his team prioritize tasks during development work on product releases.

You can find a detailed account of using MoSCoW prioritization in the Dynamic System Development Method (DSDM) handbook . But because MoSCoW can prioritize tasks within any time-boxed project, teams have adapted the method for a broad range of uses.

How Does MoSCoW Prioritization Work?

Before running a MoSCoW analysis, a few things need to happen. First, key stakeholders and the product team need to get aligned on objectives and prioritization factors. Then, all participants must agree on which initiatives to prioritize.

At this point, your team should also discuss how they will settle any disagreements in prioritization. If you can establish how to resolve disputes before they come up, you can help prevent those disagreements from holding up progress.

Finally, you’ll also want to reach a consensus on what percentage of resources you’d like to allocate to each category.

With the groundwork complete, you may begin determining which category is most appropriate for each initiative. But, first, let’s further break down each category in the MoSCoW method.

Start prioritizing your roadmap

1. Must-have initiatives

As the name suggests, this category consists of initiatives that are “musts” for your team. They represent non-negotiable needs for the project, product, or release in question. For example, if you’re releasing a healthcare application, a must-have initiative may be security functionalities that help maintain compliance.

The “must-have” category requires the team to complete a mandatory task. If you’re unsure about whether something belongs in this category, ask yourself the following.

If the product won’t work without an initiative, or the release becomes useless without it, the initiative is most likely a “must-have.”

2. Should-have initiatives

Should-have initiatives are just a step below must-haves. They are essential to the product, project, or release, but they are not vital. If left out, the product or project still functions. However, the initiatives may add significant value.

“Should-have” initiatives are different from “must-have” initiatives in that they can get scheduled for a future release without impacting the current one. For example, performance improvements, minor bug fixes, or new functionality may be “should-have” initiatives. Without them, the product still works.

3. Could-have initiatives

Another way of describing “could-have” initiatives is nice-to-haves. “Could-have” initiatives are not necessary to the core function of the product. However, compared with “should-have” initiatives, they have a much smaller impact on the outcome if left out.

So, initiatives placed in the “could-have” category are often the first to be deprioritized if a project in the “should-have” or “must-have” category ends up larger than expected.

4. Will not have (this time)

One benefit of the MoSCoW method is that it places several initiatives in the “will-not-have” category. The category can manage expectations about what the team will not include in a specific release (or another timeframe you’re prioritizing).

Placing initiatives in the “will-not-have” category is one way to help prevent scope creep . If initiatives are in this category, the team knows they are not a priority for this specific time frame. 

Some initiatives in the “will-not-have” group will be prioritized in the future, while others are not likely to happen. Some teams decide to differentiate between those by creating a subcategory within this group.

How Can Development Teams Use MoSCoW?

  Although Dai Clegg developed the approach to help prioritize tasks around his team’s limited time, the MoSCoW method also works when a development team faces limitations other than time. For example: 

Prioritize based on budgetary constraints.

What if a development team’s limiting factor is not a deadline but a tight budget imposed by the company? Working with the product managers, the team can use MoSCoW first to decide on the initiatives that represent must-haves and the should-haves. Then, using the development department’s budget as the guide, the team can figure out which items they can complete. 

Prioritize based on the team’s skillsets.

A cross-functional product team might also find itself constrained by the experience and expertise of its developers. If the product roadmap calls for functionality the team does not have the skills to build, this limiting factor will play into scoring those items in their MoSCoW analysis.

Prioritize based on competing needs at the company.

Cross-functional teams can also find themselves constrained by other company priorities. The team wants to make progress on a new product release, but the executive staff has created tight deadlines for further releases in the same timeframe. In this case, the team can use MoSCoW to determine which aspects of their desired release represent must-haves and temporarily backlog everything else.

What Are the Drawbacks of MoSCoW Prioritization?

  Although many product and development teams have prioritized MoSCoW, the approach has potential pitfalls. Here are a few examples.

1. An inconsistent scoring process can lead to tasks placed in the wrong categories.

  One common criticism against MoSCoW is that it does not include an objective methodology for ranking initiatives against each other. Your team will need to bring this methodology to your analysis. The MoSCoW approach works only to ensure that your team applies a consistent scoring system for all initiatives.

Pro tip: One proven method is weighted scoring, where your team measures each initiative on your backlog against a standard set of cost and benefit criteria. You can use the weighted scoring approach in ProductPlan’s roadmap app .

2. Not including all relevant stakeholders can lead to items placed in the wrong categories.

To know which of your team’s initiatives represent must-haves for your product and which are merely should-haves, you will need as much context as possible.

For example, you might need someone from your sales team to let you know how important (or unimportant) prospective buyers view a proposed new feature.

One pitfall of the MoSCoW method is that you could make poor decisions about where to slot each initiative unless your team receives input from all relevant stakeholders. 

3. Team bias for (or against) initiatives can undermine MoSCoW’s effectiveness.

Because MoSCoW does not include an objective scoring method, your team members can fall victim to their own opinions about certain initiatives. 

One risk of using MoSCoW prioritization is that a team can mistakenly think MoSCoW itself represents an objective way of measuring the items on their list. They discuss an initiative, agree that it is a “should have,” and move on to the next.

But your team will also need an objective and consistent framework for ranking all initiatives. That is the only way to minimize your team’s biases in favor of items or against them.

When Do You Use the MoSCoW Method for Prioritization?

MoSCoW prioritization is effective for teams that want to include representatives from the whole organization in their process. You can capture a broader perspective by involving participants from various functional departments.

Another reason you may want to use MoSCoW prioritization is it allows your team to determine how much effort goes into each category. Therefore, you can ensure you’re delivering a good variety of initiatives in each release.

What Are Best Practices for Using MoSCoW Prioritization?

If you’re considering giving MoSCoW prioritization a try, here are a few steps to keep in mind. Incorporating these into your process will help your team gain more value from the MoSCoW method.

1. Choose an objective ranking or scoring system.

Remember, MoSCoW helps your team group items into the appropriate buckets—from must-have items down to your longer-term wish list. But MoSCoW itself doesn’t help you determine which item belongs in which category.

You will need a separate ranking methodology. You can choose from many, such as:

  • Weighted scoring
  • Value vs. complexity
  • Buy-a-feature
  • Opportunity scoring

2. Seek input from all key stakeholders.

To make sure you’re placing each initiative into the right bucket—must-have, should-have, could-have, or won’t-have—your team needs context. 

At the beginning of your MoSCoW method, your team should consider which stakeholders can provide valuable context and insights. Sales? Customer success? The executive staff? Product managers in another area of your business? Include them in your initiative scoring process if you think they can help you see opportunities or threats your team might miss. 

3. Share your MoSCoW process across your organization.

MoSCoW gives your team a tangible way to show your organization prioritizing initiatives for your products or projects. 

The method can help you build company-wide consensus for your work, or at least help you show stakeholders why you made the decisions you did.

Communicating your team’s prioritization strategy also helps you set expectations across the business. When they see your methodology for choosing one initiative over another, stakeholders in other departments will understand that your team has thought through and weighed all decisions you’ve made. 

If any stakeholders have an issue with one of your decisions, they will understand that they can’t simply complain—they’ll need to present you with evidence to alter your course of action.
