Taiwan Scholarship Program

The Ministry of Education (MOE) Taiwan Scholarship Program provides tuition and miscellaneous expenses of up to NTD 40,000 each semester and a monthly living allowance of NTD 15,000 or NTD 20,000. A Taiwan Scholarship may be held for 4 years for undergraduate programs, 2 years for master’s degree programs, and 4 years for doctorate programs. Scholarship applications must be submitted to a Republic of China (ROC) overseas mission and applicants must apply separately to a university or college in Taiwan for admission.
- Eligibility
- Applicants must be a foreign national with at least a secondary school graduation diploma, and an excellent academic record, and be of good character.
- A person in any of the following categories is ineligible to apply:
- An ROC national or an overseas Chinese student.
- A person who already has and is continuing to maintain student status at any university or tertiary college in Taiwan or a person who has already registered to begin studies at a university/college in Taiwan. This restriction does not apply to a student who will complete a degree and graduate that year. They may apply for a Taiwan Scholarship to pursue a higher degree.
- A person who has already studied in Taiwan for a degree at the same level as the one in which they intend to enroll.
- An exchange student or dual/joint degree student who has been admitted to a university/college in Taiwan in accordance with an academic cooperation agreement between the university/college in Taiwan and an overseas university/college.
- A person who has held a Taiwan Scholarship for a total of five years.
- A person who has ever had a Taiwan Scholarship or MOE Huayu Enrichment Scholarship revoked.
- A person who has received any other scholarship or subsidy from any Taiwan Government agency or any education institution in Taiwan. This does not include any subsidy provided for Taiwan Scholarship recipients by a university/college to cover the outstanding amount of their tuition and other fees if the total amount exceeds the maximum amount paid by the scholarship.

These guidelines are stipulated by the Ministry of Foreign Affairs (MOFA) of the Republic of China (Taiwan) for the implementation of the Taiwan Scholarship Program (hereinafter the “Scholarship”), which aims to encourage outstanding international students to study in Taiwan, as well as to promote bilateral exchanges and friendship between the peoples of Taiwan and its diplomatic allies. These guidelines are not applicable to students from mainland China, Hong Kong and Macau.
The Scholarship is, in principle, granted to students from countries that have diplomatic relations with Taiwan. However, special consideration may also be given to students from other countries.
I. Programs
- The pre-degree Mandarin Language Enrichment Program (LEP): Recipients may take the LEP for a maximum of one year at Mandarin-teaching institutions (hereinafter “Mandarin Training Centers”) affiliated with a university or college accredited by the Ministry of Education.
- Degree programs: Recipients may apply for admission to any degree program leading to an undergraduate, master or doctoral degree, excluding in-service programs.
II. The award period
- Pre-degree LEP: one year.
(1) Undergraduate program: four years maximum
(2) Master's program: two years maximum
(3) Doctoral program: four years maximum
Award periods must be continuous, with no breaks, and cannot exceed a total of five years.
III. Financial Assistance
Scholarship recipients will be given a monthly stipend of NT$28,000 for the LEP and NT$33,000 for degree programs. Recipients are responsible for all expenses during their stay in Taiwan. MOFA will, in principle, not provide any other subsidies. MOFA will, however, provide recipients with one-way, economy-class plane tickets for direct flights to and from Taiwan.
Universities and colleges may offer Scholarship recipients reduced tuition and miscellaneous fees.
IV. Eligibility
- Is a high school graduate or above with an excellent academic record, of good moral character and has no criminal record.
- Is not a national of the Republic of China (Taiwan).
- Is not an overseas compatriot student.
- Has never attended an educational institution in Taiwan at the same level of degree or LEP that he/she intends to apply for.
- Is not an exchange student through any cooperation agreement between a foreign university/college and an educational institute in Taiwan while receiving the Scholarship.
- Has not previously had a Scholarship revoked by an ROC government agency or other relevant institution.

Being offered a scholarship does not guarantee admission to NTU, and vice versa.

The application call for the TaiwanICDF International Higher Education Scholarship is now open. The Taiwan Government scholarship aims to help partner countries achieve sustainable development. This is done by training their workforce which is essential to develop a country. The TaiwanICDF scholarship is available for research or studies at Undergraduate , graduate and PhD levels within partner universities in Taiwan.
If you discover any mistakes or typos in your printed form, you can apply again (please remember to type carefully). However, you will need to bring your final, corrected forms to the ROC (Taiwan) Embassy/ Consulate General/ Representative Office for their first review. Please be aware that your printed forms must be identical to the information you saved in the online system, since the ROC (Taiwan) Embassy/ Consulate General/ Representative Office may refer to both versions during their first review.
Selected applicants for this government scholarship will receive an acceptance letter through the ROC (Taiwan) Embassy/ Consulate General/ Representative Office to whom they originally applied to. Consequently, gaining admission from the university you applied to does not necessarily mean that you have also been given a TaiwanICDF scholarship. The Taiwan International Cooperation and Development Fund (TaiwanICDF) has formed the Taiwan International Cooperation Alliance (TICA) with 23 partner universities. TICA serves as an operational platform for managing and improving the scholarship program offered by TaiwanICDF.

Taiwan Government scholarship Benefits
This scholarship is a fully funded program that offers recipients the following benefits:
- Airfare: The TaiwanICDF arranges economy class, return tickets for the most-direct flights to and from Taiwan.
- Housing: All students must reside in student dormitories.
- Tuition fees: The TaiwanICDF covers tuition fees as required by a student’s university.
- Credit fees: Credit fees, which vary with the number of credits registered, are also covered as required by a student’s university.
- Insurance: In addition to the mandatory student safety insurance set by the Ministry of Education, each student must be insured for accident and medical coverage while in Taiwan. The TaiwanICDF covers insurance fees for the entire duration of a student’s program.
- Textbook costs: The costs of textbooks purchased as required by instructors are covered by the TaiwanICDF, subject to the approval of the director of the student’s institute.
- Master’s Program: Each student receives NT$18,000 per month as an allowance for food and miscellaneous living expenses.
- PhD Program: Each student receives NT$20,000 per month as an allowance for food and miscellaneous living expenses.

Taiwan Government Scholarship Eligibility
To apply for this government scholarship program, applicants must meet the following criteria:
- Be a citizen of a country on the List of Countries Eligible for TaiwanICDF Scholarship, and satisfy any specific criteria established by his or her country and/or the government of citizenship.
- Neither be a national of the Republic of China (Taiwan) nor an overseas compatriot student.
- Satisfy the admission requirements of the partner university to which he or she has applied to study under a TaiwanICDF scholarship.
- Be able to satisfy all requirements for a Resident Visa (The scholarship will be revoked if an applicant cannot satisfy the visa requirements).
- Upon accepting a TaiwanICDF scholarship, not hold any other Taiwan government-sponsored scholarship (such as the Taiwan Scholarship) in the same academic year in which the TaiwanICDF scholarship would be due to commence.
- Not be applying for another TaiwanICDF scholarship in unbroken succession. To apply for a 2024 scholarship, applicants who have already held a TaiwanICDF scholarship, MOFA’s Taiwan Scholarship, or a MOE scholarship must have graduated before July 31, 2023 .
- Provide the highest-level diploma before July 31, 2024 . Applicants unable to obtain the certificate by this date may instead apply for next year’s scholarship.
- Have never had any scholarship revoked by any ROC (Taiwan) government agency or related institution, nor been expelled from any Taiwanese university.

How to Apply for the Taiwan Government Scholarship
Candidates who would like to apply for this scholarship to study in Asia must click on the apply button, create an account and follow instructions to fill the online form. Once completed, they must click on the “Finish & Print” button to download the form.
Applicants should then submit the application form, together with the required documents, to the ROC (Taiwan) Embassy/Consulate General/ Representative Office in their country. Applicants must ensure that they submit accurate and complete documentation; failure to do so will result in the application not being processed.
Required Documents
- A photocopy of the applicant’s passport or other document showing proof of nationality.
- A photocopy of the applicant’s highest-level diploma and academic transcripts.
- A photocopy of the applicant’s English proficiency certificate. Applicants should provide a recognized English proficiency exam, or documents certifying that he/she has graduated from a program where all courses were taught in English. Applicants whose official national language is English are exempt from providing these documents.
- Referees information.
- Any other documents specifically requested by a ROC (Taiwan) Embassy/ Consulate General/ Representative Office.
Note : In addition to the above documents requested as part of their scholarship application, applicants should also submit all documents required by the TaiwanICDF partner university that they are applying to before the admission deadline of that university.
Applicants should complete and submit all application documents before March 15, 2024 . ICDF should inform scholarship recipients, in principle, no later than June 10, 2024 . 2022 TAIWAN ICDF SCHOLARSHIP FOR BACHELORS, MASTERS AND PHD
DEADLINE: 15 MARCH, 2022
The International Cooperation and Development Fund (TaiwanICDF) is dedicated to boosting socio-economic development, enhancing human resources and promoting economic relations in a range of developing partner countries. The International Higher Education Scholarship Program was initiated in 1998 when we joined forces with a group of Taiwanese universities to offer scholarships for a number of English-language courses, up to and including Ph.D. level. The program enables talented young citizens to come to Taiwan to pursue their higher education and follow course materials and learning objectives that are specifically designed to address key development issues.
HOW TO APPLY
Applicants must complete an online application. Please go to our online application system to fill in your application (for 2022 Scholarship Application, this will be available at the beginning of 2022, and will be closed on March 15, 2022), and then submit a signed, printed copy along with all other application documents to the ROC (Taiwan) Embassy/ Consulate General/ Representative Office stationed in your country. Please note that each applicant can only apply for one program at a time. The applicant also needs to submit a separate program application to his/her chosen universities.
Applicants should submit the documents listed below to the ROC (Taiwan) Embassy/ Consulate General/ Representative Office in their country. Applicants must ensure that they submit accurate and complete documentation; failure to do so will result in the application not being processed. Please also note that late submissions will not be accepted and/or processed.
A photocopy of the applicant's passport or other document showing proof of nationality.
A photocopy of applicant’s highest-level diploma and academic transcripts.
A photocopy of the applicant's English proficiency certificate. Please note: This means a TOEFL test score or that of another recognized English proficiency exam, or documents certifying that the applicant has graduated from a program where all courses were taught in English. Applicants who are unable to provide such proof of English proficiency due to special circumstances may be assessed for English proficiency by an ROC (Taiwan) Embassy/ Consulate General/ Representative Office via interview or other forms of testing. Applicants whose official national language is English are exempt from needing to supply these documents.

Any other documents specifically requested by an ROC (Taiwan) Embassy/ Consulate General/ Representative Office.
In addition to the above documents requested as part of their scholarship application, applicants should also submit all documents required by the TaiwanICDF partner university that they are applying to before the admissions deadline of that university. Please note: Gaining admission from the university does not necessarily mean that the applicant has also been given a TaiwanICDF scholarship. Only the applicant who receives the acceptance letter issued by the TaiwanICDF is the scholarship recipient.

Ph.D. Program: Each student receives NT$17,000 per month as an allowance for food and miscellaneous living expenses. This is deposited into a student’s local bank account on a monthly basis. A student’s host institute may offer to continue paying this monthly allowance for courses exceeding four years; the duration and amount will be determined by the host institute.
ELIGIBILITY CRITERIA
Applicants applying for a TaiwanICDF scholarship must meet both the general eligibility criteria and be a national of a country on the List of Countries Eligible for TaiwanICDF Scholarship. Applicants must also meet the Regulations Governing Visiting, Resident, and Permanent Residency of Aliens set by ROC (Taiwan) National Immigration Agency.
An applicant must:
Be a citizen of a country on the List of Countries Eligible for TaiwanICDF Scholarship, and satisfy any specific criteria established by his or her country and/or government of citizenship.
Satisfy the admission requirements of the partner university to which he or she has applied to study under a TaiwanICDF scholarship.
Be able to satisfy all requirements for a Resident Visa (Code: FS) set by the Bureau of Consular Affairs, Ministry of Foreign Affairs, and an Alien Resident Certificate (ARC) set by the Ministry of the Interior, of the ROC (Taiwan) government (this means that the TaiwanICDF has the right to revoke a scholarship offered if an applicant cannot satisfy the visa requirements).
Upon accepting a TaiwanICDF scholarship, not hold any other ROC (Taiwan) government-sponsored scholarship (such as the Taiwan Scholarship) in the same academic year in which the TaiwanICDF scholarship would be due to commence.
Not be applying for another TaiwanICDF scholarship in unbroken succession —to apply for a 2022 scholarship, applicants who have already held a TaiwanICDF scholarship, MOFA’s Taiwan Scholarship or an MOE scholarship must have graduated before July 31, 2021.
Have never had any scholarship revoked by any ROC (Taiwan) government agency or related institution, nor been expelled from any Taiwanese university.

International Fellowships
Funding: $20,000–$50,000 Opens: September 3 Deadline: November 15
International Fellowships have been in existence since 1917. The program provides support for women pursuing full-time graduate or postdoctoral study in the United States to women who are not U.S. citizens or permanent residents, and who intend to return to their home country to pursue a professional career. A limited number of awards are available for study outside of the U.S. (excluding the applicant’s home country) to women who are members of Graduate Women International (see the list of GWI affiliates ). Both graduate and postgraduate studies at accredited U.S. institutions are supported.
Applicants must have earned the equivalent of a U.S. bachelor’s degree by the application deadline and must have applied to their proposed institutions of study by the time of the application. Recipients are selected for academic achievement and demonstrated commitment to women and girls.
Recipients return to their home countries to become leaders in business, government, academia, community activism, and the arts or scientific fields.

Eligibility
- International Fellowships are not open to previous recipients of any AAUW national fellowship or grant (not including branch or local awards or Community Action Grants).
- Members of the AAUW board of directors, committees, panels, task forces and staff, including current interns, are not eligible to apply for AAUW’s fellowships and grants. A person holding a current award is eligible for election or appointment to boards, committees, panels and task forces.
- International Fellowships are open to women, including people who identify as women, in all fields of study at an accredited institution of higher education or, for postdoctoral fellows, research. AAUW will make final decisions about what constitutes eligible institutions.
- Unsuccessful applicants may reapply.
- Have citizenship in a country other than the U.S. or possession of a nonimmigrant visa if residing in the U.S. Women who are currently, or expect to be during the fellowship year, a U.S. citizen, U.S. permanent resident, or dual citizen with the U.S. and another country are not eligible.
- Hold an academic degree (earned in the U.S. or abroad) equivalent to a U.S. bachelor’s degree completed by the application deadline .
- Intend to devote themselves full-time to the proposed academic plan during the fellowship year.
- Intend to return to their home country to pursue a professional career upon completion of their studies.
- Be proficient in English and confirm proficiency by submitting one of the Required Components (see below), which include certain English proficiency exams, transcripts from English-speaking institutions, or a written statement verifying English is the applicant’s native language. Applicants planning to take one of the accepted English proficiency exams should plan for and take the test as early as possible. Please direct questions about the tests to the test provider.
- Master’s/first professional degree and doctoral applicants must have applied by the AAUW application deadline, to an accredited institution of study for the period of the fellowship year and must indicate the name of the institution in the International Fellowship application. While acceptance is not required at the time of application, fellows must provide official confirmation from the institution with their award acceptance materials.
- Master’s/first professional degree fellowships are intended for master’s or professional degree-level programs such as J.D., M.F.A., L.L.M., M.Arch., or medical degrees such as M.D., D.D.S., etc. Certificates, associate degrees, and undergraduate degrees are ineligible.
- Doctoral fellowships are intended for doctorate degrees classified as research degrees, such as Ph.D. or Ed.D.
- Postdoctoral applicants must provide proof of their doctorate degree; hold a doctorate classified as a research degree (e.g., Ph.D., Ed.D ., D.B.A., D.M .) or an M.F.A. by the application deadline ; and indicate where they will conduct their research.
- Master’s/first professional degree and doctoral applicants must be enrolled in a U.S.-accredited institution located in the U.S. during the fellowship year.
- A limited number of awards are available to Graduate Women International members for study or research in any country other than their own. Note that foreign branches of U.S. institutions are considered outside of the U.S.
- Applicants can apply for the fellowship for any year of their program but must be conducting a full year of study or research. International Fellowships do not provide funding for a partial year of study or research. Programs ending prior to April of the fellowship year are not eligible.
- Distance learning/online programs: Master’s/first professional degree and doctoral fellowships support traditional classroom-based courses of study at colleges or universities. This fellowship program does not provide funding for distance-learning or online programs or for degrees heavily dependent on distance-learning components. Final decisions about what constitutes distance learning under these fellowships will be made by AAUW. AAUW will accept applications from applicants who are temporarily studying remotely due to COVID-19 precautions at their institution.
Criteria for Selection and Application Review
The panel meets once a year to review applications for funding. Awards are based on the criteria outlined here. Recommendations by the panel are subject to final approval by AAUW. Fellowships are awarded on a competitive basis according to funds available in a given fiscal year.
To ensure a fair review process, AAUW does not comment on the deliberations of its award panels. AAUW does not provide evaluations of applications. No provisions exist for the reconsideration of fellowship proposals. Applications and supporting documents become the sole property of AAUW and will neither be returned nor held for another year.
- Applicants residing in their home country at the time of application, from developing/emerging countries, or from an underrepresented group in any region, will receive special consideration.
- Position on return to home country.
- Academic and/or professional qualifications.
- Demonstrated commitment to the advancement of women and girls in home country.
- Proposed time schedule.
- Quality and feasibility of proposed plan of study or research.
- Demonstrated evidence of prior community and/or civic service in home country.
- Applicant’s country’s need for specialized knowledge or skill.
- Financial need.
- Motivation for graduate study or research.
Regulations
International Fellowship funds are available for:
- Educational expenses.
- Living expenses. Dependent child care.
- Travel to professional meetings, conferences, or seminars that do not exceed 10% of the fellowship total.
International Fellowship funds are not available for:
- Purchase of equipment.
- Indirect costs.
- Research assistants.
- Previous expenditures, deficits, or repayment of loans.
- Publication costs.
- Institutional (overhead) costs.
- Tuition for dependent’s education.
- Grants-in-aid for less than a full academic year or travel grants.
- Travel to or from a fellow’s home country.
- Travel to or from the fellow’s research location, if abroad (does not apply to fellows who are GWI members with AAUW approval to study or research in a country other than their own).
AAUW regards the acceptance of a fellowship as a contract requiring the fulfillment of the following terms:
- All International Fellowship recipients are required to sign a contract as an acceptance of the award. Retain these instructions as they will become part of the fellowship contract if the applicant is awarded a fellowship.
- An International Fellow is expected to pursue their project full-time during the fellowship year (July 1–June 30). No partial fellowships are awarded. Fellowships may not be deferred.
- Any changes in plans for the fellowship year must have the prior written approval of AAUW. AAUW must be notified promptly of any change in the status of an application resulting from the acceptance of another award.
- Fellows may spend up to two months traveling abroad for research related to their project plan with prior written approval of AAUW.
- Postdoctoral fellows cannot pursue a degree during the fellowship year.
- Up to five International Master’s/First Professional Degree Fellowships are renewable for a second year. Fellows will receive application information for this competitive program during their fellowship year.
- Stipends are made payable to fellows, not to institutions.
- With some exceptions based on relevant tax statuses and treaties, the fellowship stipend is subject to a 14 or 30 percent tax. AAUW will withhold these funds for payment to the Internal Revenue Service.
- The determination of whether there is a tax obligation associated with the receipt of an AAUW award is the sole responsibility of the applicant. Specific questions regarding income tax matters should be addressed with the U.S. Internal Revenue Service, the applicant’s financial aid office or a personal tax adviser. AAUW cannot provide tax advice. AAUW is a nonprofit, tax-exempt 501(c)(3) public charity founded for educational purposes.
- Responsibility for securing visas and other documents , and following policies associated with visas, rests solely with the fellow.
Required Components*

- Provide two recommendations from professors or professional colleagues well acquainted with the applicant, their work, and their academic background, in striving towards scholarly pursuits. When possible, recommenders should be professors or professional colleagues in the applicant’s home country who can speak about the applicant’s qualifications and about the country’s need for the specialized skill or knowledge they plan to acquire with their proposed study or research. AAUW does not accept references from dossier services, such as Parment or Interfolio.
- Transcripts** must include a list of courses taken and grades received.
- If the institution does not provide a transcript or a list of courses taken and grades received or the degree did not require coursework, an official letter from the institution where the degree was received that includes the degree completion date must be uploaded.
- Do not upload copies of additional certificates or other documents the applicant may have received during their education.
- Transcripts must include a list of courses taken and grades received.
- Many transcripts do not include current coursework. If fall 2023 semester grades are not available and are not on your transcript, a list of courses taken that semester must be provided by the institution’s Office of the Registrar.

*A certified English translation is required for all components provided in a foreign language. Translations must bear a mark of certification or official signature that the translation is true and complete.
**All transcripts provided must include the applicant’s full name, the school’s name, all courses, and all grades, as well as any other information requested in the application instructions.

Meet a Recent International Fellow
Alexandra Semma Tamayo has worked as a forensic anthropologist at the Institute of Legal Medicine and Forensic Sciences in Villavicencio, Colombia. Her multidisciplinary approach to the identification of missing persons from enforced disappearance has helped bring justice to the families in armed conflict contexts. As an international fellow, her research in fracture patterns observed in gunshot wounds will be extremely helpful in improving the accuracy in trauma interpretation when working with human-rights violations.
