1. introduction.

Over the past few decades, the importance of leadership has continually gained significance within academic research. Around the world, not only educational institutions but also business companies, all kinds of organizations, and societies as a whole have become critically in need of leadership because of the rapidly changing challenges and opportunities in the new global landscape. The enormous tasks facing these entities require strong, efficient, and visionary leadership. Effective leadership can be not only the principal driving force for organizational excellence but has also become a societal necessity. With this acknowledgment, the study of leadership has gained significant ground among scholars in the fields of organizational management, psychology, sociology, historical science, and political science since the early 20th century. Effective leadership can lead individuals, families, societies, or nations' general well-being towards happy, peaceful, and successful lives. However, leadership research also shows that not only individual leaders or leadership types can shape developments favorably, but poor leadership emanating from ill-intentioned, selfish, or foolish leaders can lead to harmful, immoral, or unacceptable behaviors in groups, organizations, or societies. The negative consequences of unethical, corrupt, or brutal leaders can profoundly harm social norms and ethical conduct, leading to tragic social, economic, political, and interpersonal consequences, particularly in the public sector.

2. Theoretical Foundations of Leadership

The importance of leadership in modern society is growing by leaps and bounds, as rapid changes are characteristic of our time. Mass interest in this phenomenon is largely due to the fact that an effective leader is not only an authentic person who consistently expresses spiritual and moral qualities. What is more important is that leadership as a category significantly changes the social system, granting individuals almost unprecedented opportunities for self-organization, development, self-improvement, and realization of their own human dignity as carriers of personality's inner world, not adapting functions. The fact that people are increasingly refusing to fulfill adapting functions is indicated as one of the general trends in world socio-economic development. The theoretical foundations of leadership lie in the natural sciences and humanities. The natural sciences investigate human intellect, an understanding of the human brain, types of intelligence, and psychological peculiarities of thinking of different carriers of the intellect. In the humanities, the need for comprehensive enrichment with ethical and philosophical senses is emphasized. In the practice of countries that are members of the G8, an aspiration to comprehend the significance of higher purposes and to find an equilibrium between material well-being and spiritual values is declared. Individual self-awareness is seen as a conviction that is of great significance for personality development, bearing the traits of peaceableness, a positive attitude to life and oneself, legitimization of one's own desires, efforts to achieve objectivity, knowledge of the law of different responsibilities, making choices, and evaluating the significance of each for achieving one's own purposes, and the regular enlistment of the law of cause and effect for oneself and one's own activities.

2.1. Definition and Conceptual Frameworks

Leadership is the influence of human beings on other human beings to achieve objectives. In the collective mind, the term is generally associated with the leader. The qualities of leadership are therefore sought in the qualities of the individual. The approach is personalistic. The leaders, according to this perspective, are few because those who carry these characteristics are not very numerous. Several objections can be made to the developed approach. We must first consider the leaders as actors in an organization and not as separate persons, isolated and autonomous, who want to impose their values and opinions on others; if the leader wants to make the group work and ensure that the common goals are pursued, he must lead the people in charge of the various activities. The leader becomes an actor in an organization when he is involved in tasks related to the different functions to be performed; such is the case of a person in charge of a project who defines the tasks, assigns them to responsible parties, checks the production, location, and deadlines of the different tasks, is responsible for the quality of the work, solves problems that can prevent the project from moving forward, creates a dynamic of work, ensuring efficiency in the group, etc. It is also considered that the actors, regardless of their ethical, personal, or professional values, seek first of all to carry out a task to achieve material objectives. The main goal of the leader is to be chosen and retained. Leaders attract and retain their collaborators because they help them satisfy the needs they feel. The power of the leader comes from their work group. If it feeds on the group, it acts by the group and for the group. If the group no longer provides support, the leader leads in an empty way, with a void group. That is why the ultimate power of the leader is political, the one that allows him or her to choose his or her group members. The power of the leader is based on the audience; from the strongest to the weakest, he or she is watched. When leaders are not seen or when a member of the group sees his or her teammate watching the leader, breaking the focus of his or her leadership, the leader loses prestige and, eventually, leadership.

2.2. Leadership Theories

Due to the increased interest in leadership after World War II, with the growth and complexity of organizations and the expanded service sector, the importance of social skills became evident. Several studies have been developed since then to form the base of the knowledge on leadership. But, despite the mentioned studies, we can say that the leadership concept remains poorly explored due to the different perspectives on the topic. The first studies on leadership gained incentive during World War II and both were published in 1939. Trait theory was developed during a study that analyzed the leadership aptitudes of its officers. After some other research on different situations trying to validate the mentioned studies, the trait theory was set aside by being proved not applicable. Reducing all leadership efficacies to outstanding individual characteristics became inadequate, highlighting the importance of focusing on the work environment and the characteristic transactions of leader and follower. Another theory that appeared in the academic scenario in the first half of the 20th century was the charismatic leadership theory. With a special focus on individual characteristics, which was essential for the moment, when it was possible, in terms of a scarcity of information. Nevertheless, the theory coincided with leaders given their sentimental, social, and human characteristics. More studies related to charismatic leadership connected with transformational, shared, and ethical leadership have demonstrated that transformational includes charismatic behavior, but a transformational leader could also include a transaction and behaviors of informal leadership. In this case, the distance between subordinates and leaders is minimized, focusing on empowering and reinforcing the individual and collective identity; the group or organization purposes and welfare are prioritized. But what are the consequences of the overvalued leader and the devalued follower?

3. Leadership Skills and Qualities

Leadership is the ability to lead; leaders may be defined by many components. These components actually provide the skills and qualities that make a leader both different and unique as a human being. These components, which are utilized by leaders not only to lead but also to make substantial contributions to modern-day societies, are in the form of several personal resources. There are certain skills and styles of leadership, which include patience, confidence, open-mindedness, creativity, flexibility, strong work ethic, fairness, commitment, ability to plan and manage time, decisiveness, honesty, communicative, resilience, sense of humor, and the ability to inspire. It has been observed that political leaders have almost all the skills and personal resources at their very high level or that the majority of the styles of political elite have had a common effect found at a very high level. However, traits are of importance in themselves, because they offer rather clear indications as to those characteristics that modern society associates with leadership. In fact, society needs leaders to be efficient. The traits of the political elite reflect what we call the challenges and opportunities that society will face in the near future, and for their success, society equips them with the necessary personal resources, which are to be found in the form of skills and personal skills requirements.

4. The Role of Leadership in Different Sectors

One thing that is amply clear is the existence of leadership almost everywhere, regardless of demographics, socio-economic conditions, political and legal structures, and their relative degrees of endowments or handicaps. At the beginning of the twenty-first century, leadership is deeply entrenched in all sectors of any given society, both in advanced, developing, transition, and "developed" economies or nations. This is exactly the main focus of this book. The main concern of this book is on an old subject with a new flavor. Economic leadership is part of the complex phenomenon of leadership. Note that while the book focuses on leadership in the main economic sectors, the terms being used in the book are in fact sector and policy, respectively. Many of the issues of this book could also be posed in this general form: the role of leadership in the household, firm, state economy, government, or at a global level. In the present conditions, a characteristic of leaders is the quality achieved in performing special strategies to guide based on scientific discoveries and especially the spiritualization of human resources. Therefore, their recommendations play an essential role in preparing human resources to rely on both economic and social directions in the geographic context. The person who leads others must have skills that range from rational argumentation aimed at maintaining and stimulating the subordinate spirit to the emotional understanding that enables one to function as a resource. The success of an organization, the release of employees' creative potential, and financial performance depend more and more on management training and the quality of companies, especially their leaders. It is important to have such quality within clubs, societies, non-governmental organizations, and any type of organization that represents the metropolitan center in order to materialize the communication network, flow, and resources between regions, states, and organizations that either hinder or favor them. Only in this way will they achieve performance by facilitating the conversion of local resources into regional resources.

4.2. Politics and Government

The increasing frustration with the performance of politicians and governments is an important aspect of the tension that gives salience to the need for a reassessment of the role and importance of leadership in modern society. The belief that the existing politicians and appointed officials are not doing a good job is a constant source of concern in almost all countries about the existing political elite. This frustration has two aspects linked to each other. On the one hand, this is a belief that the representatives are detached from the real problems and concerns of the electorate. On the other hand, the representatives believe and act as if the political mandate was a license for them to pursue their own personal or sectional interests. It is a common phenomenon in many representative democracies that there exists a gap between leaders and citizens, which grows, fostering general mistrust and frustration. This chasm between citizens and political representatives is the result of various processes, most of them linked, and some paradoxical. Firstly, we have a procedural model of representation in which politicians bring, through various means, the demands of citizens to the state, but they do not establish real procedures of intermediation and participation. They perform supposedly objective exercises of representation, delegating responsibilities to their own representatives. The typical politician performs a trusteeship service for the most disparate interests, establishing in the process a world of families or clientelistic networks that sustain incumbents through the practice of favoritism, nepotism, and cronyism. These personal networks supply them with concrete power and perpetuate the deferential interaction between leaders and citizens.

5. Challenges and Opportunities for Leadership in the 21st Century

Three critical management challenges are responsible for many sources of leadership in organizations in the twenty-first century. The first challenge is to introduce the concept of organizing, when for decades the main focus of management was on the way companies should be managed. The second challenge is to develop the capability of functioning effectively and appropriately in the relationships and partnerships that are important, especially to the success of today's organizations. The third challenge is to seek ways in which we can deal effectively with difficulties. The important objective of management should be not so much to prevent difficulties, but to ensure that they are managed in such a way that they can be used as a large opportunity. These are the issues that will be addressed as we discuss the 21st century challenges and opportunities that all leaders and managers must cope with. The concept managers must learn to manage not just individual companies, but also the business opportunities that exist between companies. For too long, companies have been managed as isolated entities, whereas it should be obvious that relatively few companies are capable of controlling all the technologies and skills necessary to develop, manufacture, and market complex goods and systems. This has tended to be increasingly obvious as the rate of change in technology and science increases, and environmental pressures intensify. Moreover, the world has tended to split between two sorts of companies: those that control original science and technology and its applications, and those that practice the application and not much else, striving to reduce costs while maximizing profit.

6. Conclusion

In conclusion, the societal challenges that we face are real and well documented in respect to social cohesion, identity, and a general skepticism of the world around us. However, these macro-challenges can only be addressed through micro-enhancements. An understanding of society requires social actors to reach out to other groups. This requires leadership that incorporates all elements of society. Leadership operates at various levels and settings, keeping society functioning in a balanced and cohesive way, so that everyone has the chance to live and work in an inclusive and fair environment. Until we rebuild mutual trust, modern society does not function securely towards a solid socioeconomic base and prosperity for all. A basic set of ethical principles needs to be introduced at every level of society, which will result in dignified and respectful leadership. It is the duty of everyone who is part of society to be aware of the long-term values of being a socially active stakeholder in the world we cherish. Leadership is everywhere and is essential to society's success, so we all need to practice what we preach. All around us, we are in a position, based on our moral and ethical stance, regarding everything that is around us and how it affects our lives. This is about the influence that we all possess, based on who we are and how we act within the society we live in.
